The County has a committee looking at various options for the use of flood buy-out <br />areas, and Commissioners were in agreement for county staff to pursue working with Mr. <br />Backman. The State's Attorney will look at liability issues that may be involved. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve Voucher <br /> No. 125,206 through No. 125,529. On roll call vote, motion carried <br /> unanimously. <br /> <br />LEGISLATIVE UPDATE; MAPLE RIVER DAM; JAIL ISSUES; MEETING UPDATES, <br />Committee reports <br />Bonnie Johnson, County Coordinator, and Michael Montplaisir, County Auditor, will be in <br />Bismarck testifying at the State Capitol on Wednesday concerning proposed bills. <br /> <br />Mr. Meyer attended a public hearing on the proposed Maple River Dam and expressed Cass <br />County's support because of flood prevention benefits. Mr. Berndt provided copies of his <br />testimony in support of the project. <br /> <br />Mr. Burdick reported that he has had further discussions since the last Commission meeting on <br />jail issues concerning the County and the City of Fargo Home Rule Charters, and he has not <br />changed his legal opinion. Mr. Montplaisir added that the April 20th election will be held in <br />conjunction with the Fargo and West Fargo School District elections. <br /> <br />Mr. Koenig reported on the meeting he attended last week at the Courthouse arranged by the <br />County Coordinator concerning video hearings/arraignments. Mrs. Schneider reported on <br />Metropolitan Council of Government meetings. A reminder was given of the East Central <br />Commissioners meeting to be held in Valley City on March 9th in conjunction with the North <br />Dakota Winter Show. <br /> <br />13. <br /> <br />The Board welcomed two students from a North Dakota State University communications class <br />who were observing today's Board meeting. <br /> <br />CORRESPONDENCE, Received and filed MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> <br />letters from North Dakota Department of Transportation regarding utility relocation, <br />bridge inspection needs, notice of seminars on right-of-way acquisition for Federal Aid <br />projects, and notice of bid openings on two Cass County projects; <br />North Dakota Division of Emergency Management notice for close-out objective for <br />FEMA acquisition projects, with the suggestion that Cass County finalize all housing <br />acquisitions, including demolition, by May 31, 1999; <br />notice from Lake Agassiz Regional Council that the Region 5 Community Development <br />Block Grant Allocation for FY 1999 is $585,755, with funding categories being housing, <br />public facilities, removal of architectural barriers, and the Community Development Loan <br />Fund; <br /> <br /> <br />
