<br />Commission Minutes--February 16, 1999 1944 <br /> <br />11. FLOOD UPDATE, Report from Lake Agassiz Reaional Council <br />Irv Rustad, Lake Agassiz Regional Development Corporation, provided a financial update on <br />HUD funds and a priority listing of potential Cass County projects. He noted a change in one <br />of the programs and said the County Tax Director is reviewing a list of assessed values. <br /> <br />Mr. Rustad said the next step is offering Phase II properties for sale with a July 1st deadline for <br />removing the homes. A suggestion was made to seed the area with prairie grass and <br />wildflowers after the homes are moved, and to minimize damage to trees. <br /> <br />12. RED RIVER BRIDGE CORRIDOR, Contract modifications denied <br />Keith Berndt, County Engineer, requested Board approval of modifications to an existing <br />contract with Short Elliott Hendrickson for further study of the 76th Avenue South bridge corridor. <br />He said the City of Fargo would commit Federal planning funds for most of the cost of the <br />additional consulting fees, while Cass and Clay Counties would share the local cost. <br /> <br />Mrs. Schneider asked if the additional work was for evaluating variations at 76th Avenue, and <br />Mr. Berndt said that was correct. Mr. Wieland said he does not favor a Red River bridge <br />corridor at 76th Avenue South. Mrs. Schneider and Mr. Meyer were in agreement. <br /> <br />Joyce Campbell, who lives in Orchard Glen, said her front yard would face the underside of the <br />bridge if constructed at 76th Avenue. She said putting a four-lane highway through there would <br />destroy the character of the neighborhood and children would not be able to cross the road to <br />play with their neighbors. Vern Kepler, who lives in Forest River Subdivision, also spoke in <br />opposition to the proposed bridge corridor. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to deny action on the <br />request for further study of the 76th Avenue South bridge corridor <br />issue. Discussion: Mrs. Quick credited the study review committee <br />for trying to plan into the future saying a bridge should have been <br />planned at 32nd Avenue some 20-30 years ago. At the call for the <br />question and on roll call vote, motion carried with four members <br />voting "Aye" and Mrs. Quick opposing. <br /> <br />13. RESOLUTION #1999-5, Road restrictions <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to adopt the following <br />Resolution #1999-5 implementing spring load restrictions: On roll call <br />vote, motion carried unanimously. <br /> <br />RESOLUTION #1999-5 <br />WHEREAS, Soft base conditions experienced during spring thaw reduce the load carrying <br />capacity of County Highways; and <br /> <br />WHEREAS, The Cass County Board of Commissioners desires to prevent serious damage to <br />County Highways; and <br /> <br />WHEREAS, 39-12-03 of the North Dakota Century Code authorizes local authorities to impose <br />vehicle weight restrictions on County Highways; <br />
