<br />Commission Minutes--December 21, 1998 1911 <br /> <br />10. RESOLUTION #1998-22, Condolence to Commissioner Alon Wieland <br />MOTION, passed <br />Mrs. Quick moved and Mr. Koenig seconded to adopt Resolution <br />#1998-22 as follows: On roll call vote, motion carried unanimously. <br /> <br />WHEREAS, Alon Wieland has suffered a personal tragedy in the loss of his <br />father; and <br /> <br />WHEREAS, Alon Wieland has served as Cass County Commissioner since <br />January 1, 1983. <br /> <br />THEREFORE, BE IT RESOLVED, That the Board of Commissioners of <br />Cass County, North Dakota, does hereby express its heartfelt condolences <br />to the Alon Wieland family. <br /> <br />BE IT FURTHER RESOLVED, That this resolution be inscribed upon the <br />permanent records of the proceedings of the Board of County <br />Commissioners and a copy forwarded to the family. <br /> <br />Dated at Fargo, North Dakota, this 21 st day of December, 1998. <br /> <br />11. RESOLUTION #1998-23, MIDA Bonds for NDSU Alumni Center Proiect <br />Attorney Jim Stewart from Arntson & Stewart was present and briefly discussed the M I DA Bonds <br />for the construction of the NDSU Alumni Center. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded to adopt Resolution <br />#1998-22, Authorizing the Issuance of First Mortgage Revenue Bonds <br />(NDSU Alumni Center Project) Series 1998, and Approving and <br />Authorizing the Execution and Delivery of the Lease Agreement, the <br />Mortgage and Other Documents. On roll call vote, motion carried <br />unanimously. A copy of the resolution is on file in the County <br />Auditor's Office. <br /> <br />12. REGISTER OF DEEDS, Chair authorized to sign Hazard Mitigation Grant Application <br />Mike Steiner from Information Services was present to discuss the Hazard Mitigation Grant <br />Funding Application which asks for FEMA funds to begin disaster proofing the Register of Deeds <br />offices throughout North Dakota. <br /> <br />According to Mr. Steiner, Cass County was asked to sponsor and administer the grant process <br />which consists of two phases. The first phase would create a central data base to allow <br />Register of Deeds offices to store electronic records at one central location with all counties <br />sharing the data base. The second phase would involve creation of microfilm records for <br />counties that currently have no backup copies of land records. Mr. Steiner said 23 counties do <br />not have backup capabilities. <br />
