Commission Minutes--December 7, 1998 1903 10. CONTRACT APPROVAL, Office of Intergovernmental Assistance: Fargo Cass Public Health: North Dakota Department of Transportation: Excavating. Inc. and North Dakota Department of Transportation: North Dakota Division of Emergency Management: Region V Children's Services Coordinating Committee MOTION, passed Mr. Koenig moved and Mrs. Quick seconded to approve the following contracts submitted by respective department head and portfolio commissioner, subject to state's attorney approval; and authorize the chair to sign. On roll call vote, motion carried unanimously. Office of Intergovernmental Assistance for Head Start building; Fargo Cass Public Health and Cass County Social Services for in-home services to eligible recipients; North Dakota Department of Transportation for Cass County 17 small scale safety improvement project; North Dakota Department of Transportation and Excavating Inc. for the County Highway 10 bridge northwest of Mapleton; North Dakota Division of Emergency Management 1999 cooperative agreement; Region V Children's Services Coordinating Committee Foster Care Recruitment Grant. 11. PLAT APPROVAL, Sprin9vale Cemetery MOTION, passed Mr. Koenig moved and Mrs. Quick seconded to authorize the chairperson to sign the Second Replat of Part of Springvale Cemetery, as requested by the county auditor. On roll call vote, motion carried unanimously. 12. RESOLUTION #1998-19, Condolences to family of the late Joe Dill MOTION, passed Mr. Koenig moved and Mrs. Quick seconded to adopt Resolution #1998-19 as follows: On roll call vote, motion carried unanimously. WHEREAS, the Board of Cass County Commissioners has learned of the death of Mr. Joe Dill of Fargo, North Dakota; and WHEREAS, Joe Dill served as editor of The Forum, the County's official newspaper, for over 17 years. He has always recognized the importance of local government and had his staff cover Cass County issues and events on a routine basis. Mr. Dill's leadership and compassion for journalistic fairness is recognized by the Board of Commissioners. THEREFORE, BE IT RESOLVED, That the Cass County Board of Commissioners does hereby express its heartfelt condolences to the family of the late Joe Dill. BE IT FURTHER RESOLVED, That this resolution be inscribed upon the permanent records ofthe proceedings of the Board of County Commissioners and a copy forwarded to his family.
