<br />Commission Minutes--October 19, 1998 1884 <br /> <br />Bonnie Johnson, County Coordinator, mentioned the low-to-moderate income waiver which <br />Cass County received on HUD funds, and she said those funds for the County Road 21 project <br />were going to help the county meet the low-to-moderate income requirements. Mr. Berndt said <br />he discussed modifying the HUD plan with Mr. Rustad, who contacted HUD officials about the <br />proposed change. They did not question the transfer of funds, however, Mr. Berndt said he <br />did not ask them specifically about the low-to-moderate income stipulation. <br /> <br />Mr. Wieland suggested that a contract be drafted between the County and the Southeast Cass <br />Water Resource Board for the Phase I and Phase II upfront costs and to research the question <br />about the benefit percentage for low-to-moderate income families. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to delay any flood- <br />related action until the November 2, 1998, County Commission <br />meeting. Motion carried. Mr. Wieland asked that the State's Attorney <br />and the Southeast Cass Water Resource Board discuss the type of <br />contract that would be needed. <br /> <br />13. JAIL PLANNING, Report by County CoordinatorlJail Project Coordinator <br />Bonnie Johnson, County Coordinator and Jail Planning Coordinator, reported that she received <br />a completed jail mission and purposes worksheet from 26 out of the 36 that were mailed to <br />each of the members of the four planning committees and the County Commissioners. She will <br />provide copies of the results after the various responses have been tallied and will update the <br />Commission on a monthly basis as the consultants continue to meet with the four committees. <br /> <br />Jail staff and members of the building committee have been visiting other jail sites to see how <br />they operate, and Ms. Johnson said Cass County jail staff actually worked in the St. Louis <br />County jail in Duluth, Minnesota, to see how that operates first-hand. Other visits are <br />scheduled for Stillwater and Rochester, Minnesota, as well as Milwaukee and Elkhorn, <br />Wisconsin. <br /> <br />14. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to approve Vouchers <br />No. 120,329 through No. 120,915. On roll call vote, motion carried <br />unanimously. <br /> <br />15. MEETING UPDATES; ABATEMENT FOR ORVILLE IWEN; NDACO CONVENTION REPORT, <br />Committee reports <br />Commissioners and the State's Attorney, John Goff, reported on attending various meetings, <br />as well as the success of the North Dakota Association of Counties and County Commissioners <br />Convention in Fargo last week. The convention, held at the Doublewood Inn, was attended by <br />all commissioners and several Cass County department heads and staff. <br /> <br />Mr. Meyer is working on issues regarding the abatement application for Orville Iwen which was <br />tabled from the last meeting. A recommendation to the full board will be forthcoming. <br />
