Commission Minutes-February 21,2006 3034 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS FEBRUARY 21, 2006 1. MEETING CALLED TO ORDER Chairman Vern Bennett called the meeting to order at 3:30 PM with all members present as follows: Scott Wagner, Vern Bennett, Ken Pawluk, Darrell Vanyo and Robyn Sorum. 2. PLEDGE OF ALLEGIANCE Bonnie Johnson led the Pledge of Allegiance. 3. MINUTES APPROVED MOT/ON, passed Mrs. Sorum moved and Mr. Vanyo seconded that the minutes of the previous meeting be approved as written, Motion carried. 4. AGENDA, Order approved MOTION, passed Mr. Vanyo moved and Mrs. Sorum seconded to approve the order of the agenda with the following additions: 1) supplement to the highway department memo on bid results for snow plow equipment; and 2) Butler Machinery Company rental agreement for five new motor graders and a lease purchase assignment. Motion carried. 5. CONSENT AGENDA APPROVED MOT/ON, passed Mr. Pawluk moved and Mr. Wagner seconded to approve the consent agenda as follows: On roll call vote, the motion carried unanimously. a. Proclaim the week of April 23-29, 2006, as National County Government Week. b. Authorize the submission of a multi-hazard mitigation grant application by Dave Rogness, Emergency Manager, in the amount of $10,395.00, including a funding commitment letter for the required local match of $2,598.75. c. Authorize the chairman to sign a purchase order to Bert's Truck and Equipment for highway department snow plow equipment in the amount of $42,970.00. d. Approve omitted assessments in Lot 2 Block 3 Ashmoor Glen 1st Addition to the City of Mapleton in the amount of $90,000 residential structure for 2004 and in the amount of $92,900 residential structure for 2005, according to notice sent to Rodney and Pamela Richter, Mapleton, North Dakota. e. Receive monthly financial statement from the Auditor's Office for the month ended January 31,2006. f. Amend commission policy manual sections 8.00,13.10,13.20,14.30,25.14,25.15 and 28.00 to conform to the North Dakota Century Code. g. Contracts: Cities of Fargo and West Fargo-vector control contracts; Rural cities, subdivisions and organizations-vector control contracts as received; North Dakota Department of Agriculture-Project Safe Send using the highway department yard as a drop-off site for safe disposal of chemicals; U.S. Marshals Service-Intergovernmental Agreement to increase board of prisoner daily rate from $50.00 to $60.00 and the hourly guard rate from $15.00 to $23.82;
