<br />Commission Minutes--July 6, 1998 1832 <br /> <br />15. MUTUAL AID AGREEMENT, Glenn Ellin9sberg and John Goff to enter into further <br />negotiations with the City of Fargo <br />Mr. Goff said both he and Mr. Ellingsberg submitted comments regarding the proposed Mutual <br />Aid Agreement with the City of Fargo. The Mutual Aid Agreement would be in place for use in <br />emergency situations. Mr. Ellingsberg sent a memo which outlined his concerns with the <br />proposed allocation of costs which requires each party be responsible for personnel and <br />equipment costs that are shared and stated that in most agreements, such costs are the <br />responsibility of the requesting agency. <br /> <br />Mr. Goff said the terms of the agreement can be negotiated and that it is not unreasonable to <br />require each party to be responsible for their own costs for personnel and equipment. He <br />suggested including a ceiling dollar amount beyond which the cost would be considered <br />excessive and a portion of the cost would be allocated to the requesting party. <br /> <br />Mr. Meyer said he believed the requesting agency would be responsible for all expenses and said <br />this is not in the agreement. Mr. Koenig said by reading Mr. Ellingsberg's comments, he felt the <br />agreement should be looked at further before final approval. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded that Glenn Ellingsberg <br />and John Goff enter into further negotiations with the City of Fargo in <br />regard to Mr. Ellingsberg's concerns with the proposed Mutual Aid <br />Agreement. On roll call vote, motion carried unanimously. <br /> <br />16. COPY OF TAPE FROM CLOSED EXECUTIVE SESSION, Tape recording to be made part of <br />public record <br />Mrs. Schneider said a closed Commission Meeting was held on May 4, 1998, which met the <br />requirements necessary to hold a closed session. She said since then a settlement was <br />reached which therefore no longer necessitates the closed session status. The County <br />Commission received a request from The Forum for a copy of the tape from the closed meeting. <br /> <br />Mr. Koenig felt that since the settlement was completed the tape should be released. <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to make the tape <br />recording from the closed executive session of the Cass County <br />Commission held May 4, 1998, part of the public record. On roll call <br />vote, motion carried unanimously. <br /> <br />17. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Quick moved and Mr. Koenig seconded to approve Vouchers No. <br />116,488 through 117,337. On roll call vote, motion carried <br />unanimously. <br />
