Commission Minutes-April 20, 1998 1799

Mr. Wieland asked the county flood committee to begin considerations for sale or donating those
properties acquired in the buy-out program in order to transfer the property out of the county's
name as soon as possible and get some of it back on the tax rolls. Joel Quanbeck, County
Planner, agreed with putting the land back to productive use as best as possible and encouraged
that consideration be given to any opportunities for future flood prevention.

Diane Pilkington and Glenda Schmit, residents of Heritage Hills Subdivision, expressed concerns
about the buy-out process in their area. One concern was for the safety of children playing in the
street near abandoned properties, and another concern was trash blowing around due to improper
disposal. Ms. Schmit indicated trash is being placed in the basement holes rather than being
hauled out in dumpsters, in some cases. Mr. Rustad said some of the homes were sold for
salvage, however, their contract says they must remove all of the debris from the area and dispose
of it properly.

Jim Thoreson, Sheriff's Department Chief Deputy, was in the audience and said the department
will send a patrol car to Heritage Hills and make an effort to talk to children in the neighborhood
about safety concerns.

Mr. Rustad said bids will be received until 11 :00 AM on May 20, 1998, at the County Auditor's
Office for the sale of 14 remaining properties under the Phase I program.

13. SHERIFF'S DEPARTMENT, Vehicle assigned to Reserve Unit
Jim Thoreson requested Commission approval to assign one vehicle to the Sheriff's Department
Reserve Unit to use for duties including patrol, dances and warrants. The department recently
purchased four new patrol cars to replace those due to be retired. Rather than retiring four, one
would be retained forthe Reserve Unit. Mr. Koenig asked what the reserves currently use for a
vehicle, and Mr. Thoreson said they use the jail van or find an officer who is off-duty. Mr. Wieland
said he does not wish to add a lot more vehicles to the fleet. Mr. Thoreson said adding a vehicle
for the Reserve Unit would bring the number of vehicles in the Sheriff's fleet to 31.
MOTION, passed
Mrs. Quick moved and Mr. Meyer seconded to authorize the Sheriff's
Department to retain one vehicle due to be retired so the Reserve Unit
has a vehicle assigned for their duties, thereby adding one vehicle to
the Sheriff's Office fleet of vehicles. On roll call vote, motion carried
unanimously.

14. VOUCHERS, Approved
MOTION, passed
Mr. Wieland moved and Mr. Koenig seconded to approve Vouchers No.
113,771 through No. 114,142. On roll call vote, motion carried
unanimously.

15. COUNTY GOVERNMENT WEEK; MEETING UPDATES; MEAL REIMBURSEMENTVOUCHERS,
Committee reports
Bonnie Johnson, County Coordinator, said three half-hour health information seminars have been
set up this week for county employees to attend at no charge during County Government Week.
