<br />Commission Minutes-February 17, 1998 1781 <br /> <br />RESOLUTION TO IMPLEMENT SPRING <br />COUNTY ROAD WEIGHT RESTRICTIONS <br /> <br />WHEREAS: Soft base conditions experienced during spring thaw reduce the load carrying <br />capacity of County Highways; and <br /> <br />WHEREAS: Maintaining the normal statutory weight limits on County Highways during the spring <br />thaw would seriously damage County Highways; and <br /> <br />WHEREAS: The Cass County Board of Commissioners desires to prevent serious damage to <br />County Highways; and <br /> <br />WHEREAS: Section 39-12-03 of the North Dakota Century Code authorizes local authorities to <br />impose vehicle weight restrictions on County Highways. <br /> <br />NOW, THEREFORE BE IT RESOLVED, by the Cass County Board of Commissioners, that spring <br />load restrictions will be imposed upon Cass County Highways in the following manner: All County <br />Highways to be posted in accordance with the Cass County Highway 1998 Spring Weight <br />Restrictions Map dated February 17,1998. Spring Load Restrictions to be effective as of 12:01 <br />AM on February 23, 1998. <br /> <br />Dated at Fargo, North Dakota, this 17th day of February, 1998. <br /> <br />15. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Quick moved and Mr. Koenig seconded to approve Voucher No. 111,744 <br />through No. 112,332. On roll call vote, motion carried unanimously. <br /> <br />16. WEEDNECTOR CONTROL DIRECTOR INTERVIEWS; MEETING UPDATES; JOINT <br />COMMUNICATIONS; CASS/CLAY COUNTY JOINT MEETING, Committee reports <br />Mrs. Quick reported that the interview process will begin this week for the position of Weed and <br />Vector Control Director. <br /> <br />Commissioners will be informed of public meetings on flood protection measures once those are <br />scheduled, according to Mrs. Quick. <br /> <br />Mr. Koenig attended a State Water Commission planning meeting, and he will attend the Fargo- <br />Cass County Economic Development meeting this week, as will Mr. Meyer. <br /> <br />Mr. Montplaisir and Mr. Meyer attended the West Fargo City Commission meeting last evening <br />regarding the agenda item on joint communications. Mr. Montplaisir said the project is moving <br />forward, and he recommends appointing Commissioner Robbie Quick to work with county staff <br />consisting of Glenn Ellingsberg, Bonnie Johnson and himself. Commissioners favored Mrs. Quick <br />serving on this committee, and she was in agreement. <br /> <br />Mr. Meyer attended a Disaster Emergency Services seminar in Bismarck last week. <br /> <br />As a follow-up to the upcoming joint Cass and Clay County luncheon, Mrs. Schneider asked who <br />plans to attend the meeting. Commissioners Meyer and Wieland will attend, as well as county <br />
