<br />Commission Minutes-February 2, 1998 1775 <br /> <br />their zoning authority, and she wondered if the Commission is making <br />a commitment to proceed with this by drafting an ordinance. Once the <br />ordinance is drafted, Mr. Wieland said public meetings will be held. Mr. <br />Meyer suggested holding a public meeting during the Spring Township <br />Officers' Association meeting in Casselton. Mr. Wieland said the <br />ordinance should include a statement whereby townships would certify <br />to the county that they have followed proper zoning procedures within <br />their jurisdiction. Mr. Koenig asked ifthe motion includes the suggested <br />moratorium, and Mr. Meyer said it does not. At the call for the question <br />and upon roll call vote, the motion carried unanimously. <br /> <br />11. JOINT COMMUNICATION SYSTEM, County approves participation with continaency <br />Glenn Ellingsberg, Sheriffs Department, said meetings have been held with rural emergency <br />responders concerning an 800 megahertz trunking system for joint communications through Cass <br />County Electric Cooperative, Inc. He said there was overwhelming support from the rural <br />responders that the county should pursue this system. <br /> <br />Mr. Koenig referred to a letter Commissioners received from Elder's Communications, dated <br />January 30, 1998, regarding an alternative solution. Mr. Ellingsberg said Cass County Electric <br />provided an opportunity some time ago for submitting proposals. Only one proposal was received, <br />and that was from RACOM. He believes other companies had ample opportunity to submit <br />proposals prior to this time. <br /> <br />Mrs. Schneider asked for any comments from the audience on this topic. No one asked to address <br />the Commission at this time, and the board continued with their discussion. <br /> <br />Michael Montplaisir, County Auditor, suggested appointing a committee to make recommendations <br />for an operational plan and how to pay for the equipment and maintenance costs. If the <br />Commission intends to ask the voters to increase 911 fees to help pay for a joint communication <br />system, that needs to be certified to the County Auditor by the first meeting in April, he said. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded that Cass County <br />Government hereby resolves to participate in the Joint Communication <br />System with Cass County Electric Cooperative, contingent upon the City <br />of West Fargo participating in this venture. The Chair invited further <br />discussion, and hearing none, closed the discussion. On roll call vote, <br />motion carried unanimously. <br /> <br />Mrs. Schneider indicated Cass County Government will wait until the City of West Fargo makes <br />their decision before proceeding further. <br /> <br />12. FLOOD UPDATE, Report from Lake Aaassiz Reaional Development Corporation <br />Irv Rustad, Lake Agassiz Regional Development Corporation, reported that money from HUD <br />(Department of Housing and Urban Development) is now in the bank account, and he has begun <br />disbursing checks to homeowners. He said there are two properties left to be sold. <br />Commissioners were in agreement this will complete Phase I Hazard Mitigation Acquisition. <br />
