14.

16.

16.

Commission Minutes--November 3, 1997 1740

Century Code 57-14-01. He said he did respond to Mr. Montplaisir's previous correspondence by
his letter dated October 24, 1997 on page one and October 22, 1997 on page two.

Mr. Goffwas in agreement with requesting an Attorney General's opinion in light of how this matter
has been brought up and discussed, and because of Mr. Montplaisir's comment about having a
State-wide impact. He said the letter requesting an attorney general's opinion must be written in
terms of specifics, not generalities. Mr. Wieland asked Mr. Goff to work with Mr. Montplaisir and Mr.
Klein in formulating the request for an attorney general's opinion on property tax issues.

UNITED WAY CAMPAIGN, Casual day for county employees
Mr. Koenig asked to move this item from the consent agenda to the regular agenda for discussion.
He believes the request to authorize "Casual Day for United Way" for all Fridays, with the exception
of the last Friday of each month which is casual day for all employees, is getting too carried away.
Also, he said what employees are wearing for casual day may need to be addressed, and
department heads should determine what is appropriate casual wear for their respective offices. He
suggested limiting "Casual Day for United Way" to the first and third Friday, as well as continuing
to allow the last Friday of each month as casual day for all employees. Mr. Meyer was concerned
about peOple being forced to contribute to United Way if they wish to participate in casual days.

Jim Thoreson, Sheriff's Department, and local Chair of United Way, gave statistics on increased
contributions as a result of the "Casual Day for United Way" program. He said the reason for
asking for all Fridays is because there was some confusion last year with the first, third and last
Fridays; therefore, the suggestion was made to designate all Fridays. He did not receive any
complaints from the public, and employees are to wear a pin announcing "Casual Day for United
Way" on the specified Fridays. The proposed motion includes that casual day is authorized
providing it does not interfere with employee job duties.

Commissioners were in agreement with department heads determining what is appropriate attire for
their department. Mrs. Quick said she has not observed any offensive clothing on casual day.
MOTION, passed
Mr. Koenig moved and Mrs. Quick seconded to authorize the first and
third Friday of each month as "Casual Day for United Way" to all county
employees who contribute a minimum of $6.00 per month to United Way
of Cass-Clay. This casual day is authorized providing it does not interfere
with the employee's job duties and should be controlled by the respective
department head. On roll call vote, motion carried with four members
voting "Aye" and Mrs. Schneider opposing.

VOUCHERS, Approved MOTION, passed
Mr. Koenig moved and Mr. Meyer seconded to approve Vouchers No.
107,964 through No. 108,444. On roll call vote, motion carried
unanimously.

MEETING UPDATES; TAX LEVIES; PERSONNEL AND BUILDING UPDATES; E-MAIL/INTERNET
POLICY; ORDINANCE PROPOSAL; JAIL IN-MATE POPULATION, Committee rm=erts
Commissioners Quick and Schneider reported on upcoming meetings they plan to attend.
