Commission Minutes--November 3, 1997 1738 <br /> <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to authorize submission of <br />the Cass County Action Plan and waiver request to the Department of <br />Housing and Urban Development, as prepared by Mr. Rusted. On roll call <br />vote, motion carried unanimously. <br /> <br />Concerning the future of properties which the county is acquiring under the flood buy-out program, <br />Mr. Rustad said he is open to suggestions. Mr. Wieland suggested that the committee appointed <br />in June, consisting of Commissioners Meyer and Koenig, Frank Klein and Irv Rustad, discuss the <br />options and make a recommendation to the County Commission. Mr. Rustad said there has been <br />theft and vandalism on some of the acquired properties, in spite of "No Trespassing" signs installed <br />by the county. <br /> <br />Mr. Wieland asked if there is any county obligation beyond signage, and State's Attorney, John Goff, <br />said if there are any potentially dangerous situations, such as floorboards being weakened by flood <br />waters and the possibility of someone falling through the floor, it would be the obligation of the <br />county to prohibit entry to potentially dangerous properties. Mr. Rustad said he is not aware of any <br />homes in that poor of condition. Mr. Wieland asked the committee to determine what action needs <br />to be taken as soon as possible, and the Commission will appoint someone internally or hire <br />someone to eliminate potential liability. <br /> <br />11. <br /> <br />SEMINAR REGISTRATION, Commission to send four,people <br />Mr. Koenig reported on an upcoming seminar entitled "How to Conduct an Internal Investigation." <br />By paying for three people to attend, at a cost of $295 each, a fourth person attends free. He <br />suggested that Bonnie Johnson, Hilda Gartner and possibly two commissioners attend this seminar. <br /> <br />Mr. Koenig said he would like to attend the seminar from the commission. Mr. Meyer suggested Lt. <br />Rich Majerus from the Sheriff's Department since he would probably be involved in any internal <br />investigation, and Sheriff Rudnick was agreeable to sending Lt. Majerus. Mrs. Schneider said she <br />would also be interested in attending the seminar from the commission. Mrs. Johnson said she has <br />a conflict in the morning involving the Chamber of Commerce Fargo Leadership study of county <br />government, but she could attend in the afternoon. MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to send four people to <br /> the seminar on conducting internal investigations on the date of <br /> November 12, 1997, at the Radisson Hotel in Fargo, contingent upon <br /> having the money available. Mr. Wieland said the registration fees could <br /> be paid from the Commission budget. After discussion, it was decided <br /> to send Lt. Rich Majerus, Commissioner Paul Koenig, Hilda Gartner, <br /> Personnel Secretary, and Commissioner Schneider, unless someone else <br /> is interested in attending. Mrs. Quick thinks someone from another <br /> department should attend rather than two commissioners. At the call for <br /> the question and on roll call vote, the motion carried with four members <br /> voting "Aye" and Mrs. Quick opposing. <br /> <br />12. <br /> <br />RESOLUTION #1997-31, Villa Nazareth Bonds and pro_=osed loan ae_rsement amendment <br />Correspondence was received concerning $9,280,000 Cass County, North Dakota, Health Facilities <br />Revenue Bonds, Catholic Health Corporation (Villa Nazareth Project) Series 1992. <br /> <br /> <br />
