Commission Minutes--September 29, 1997 1719 <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to fund the Sheriff's <br />Department line item for mobile data terminal switch at $50,480. On roll <br />call vote, motion carried unanimously. <br /> <br />State's Attorney <br />John Goff, State's Attorney, discussed his letter to the Commission dated September 26, 1997, <br />regarding an asset forfeiture policy being developed by his office which provides that the State's <br />Attorney's Office would receive 20% of the distribution of forfeited assets. He suggested the asset <br />forfeiture funds be used primarily for local matching dollars for future drug grants to continue the <br />drug prosecutor program. Mr. Koenig suggested adding $5,000 in revenue for this purpose in the <br />1998 budget, and Mr. Goff said that would be a reasonable projection. MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to create an asset <br /> forfeiture fund with anticipated revenue of $5,000 to be dedicated to the <br /> Cass County State's Attorney's Office. On roll call vote, motion carried <br /> unanimously. <br /> <br />Regional Child Support Enforcement Unit <br />Kathy Ziegelmann, Regional Child Support Enforcement Director, discussed proposed computer <br />conversion of child support cases, however, she does not recommend putting money in the 1998 <br />budget because she does not believe the conversion can be accomplished in the next year. Mr. <br />Meyer asked how much money the conversion will cost, and Mrs. Ziegelmann said she intends to <br />discuss the use of overtime and compensatory time with her staff in order to accomplish the <br />conversion goal. <br /> <br />Kathy Hogan, Social Services Director, said she favors late conversion for Cass County, as in the <br />past, rather than early conversion as proposed this time. Data Processing Coordinator, Mike <br />Steiner, said he was told about 2 years ago that Cass County would be responsible for writing the <br />program and doing the conversion. He asked for that information in writing and did not receive it. <br />Mr. Wieiand asked him to inform the Commission when they receive something in writing, and the <br />Commission Chair or the Social Services Board Chair may prepare a written response. Mr. Wieland <br />asked Mrs. Ziegelmann to continue monitoring the situation and request Commission assistance as <br />needed. <br /> <br />Data Processing <br />Mr. Wieland discussed the request for one additional full-time staff member in the Data Processing <br />Department with Mike Steiner, and they agreed to reduce the position to half-time. MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to reduce the B21 new <br /> employee request in the Data Processing budget from full-time to half- <br /> time for 1998. Mr, Koenig was concerned about the level of service to <br /> other county departments, and Mr. Steiner said half-time is better than <br /> nothing but he is concerned about recruitment. On roll call vote, the <br /> motion carried with four members voting "Aye" and Mr. Koenig opposing, <br /> <br /> <br />
