Mr. Wieland suggested that GCI pay for <br />installation of the new phones, however, the State's Attorney cautioned against giving GCI any <br />reason to believe they have authority to remove the present phones. MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded that Cass County Government does not <br /> consent to termination of the lease agreement by Gerlach Communications, Inc. for two <br /> public pay telephones (one at the Courthouse and one at the Annex); and that if <br /> Gerlach Communications, Inc. does remove the two pay telephones, that Cass County <br /> Government would be reimbursed for actual expenses of re-installing telephones at <br /> these two locations. Mr. Wieland asked the State's Attorney to write a letter to Gerlach <br /> Communications, Inc. Motion carried. <br /> <br />FLOOD UPDATE, Report on home buy-out offers/HUD meetin¢~ <br />In the absence of Irv Rustad, Lake Agassiz Regional Council (I_ARC), County Coordinator, Bonnie <br />Johnson, received an update from Mr. Rustad's Office indicating 17 offers have been made in the <br />home buy-out program. Also, Ms. Johnson reported on a meeting held last Friday with HUD <br />representatives being present, as well as U.S. Senator Byron Dorgan, his staff, and a number of <br />other federal, state and local officials. She said the money is available to Cass County for the local <br />match, pending receipt of a completed action plan. Mr. Rusted had prepared a preliminary action <br />plan and suggestions were received at Friday's meeting for finalizing the plan to meet federal <br />guidelines. <br /> <br />Commissioners Schneider and Meyer also attended the meeting last Friday. Mrs. Schneider said <br />the meeting was very helpful in preparing the final action plan; and Mr. Meyer said they are doing <br />everything they can to help Cass County. A public hearing will be held at the next regular meeting <br />of the Cass County Board of Commissioners on October 6, 1997, to review the flood mitigation <br />action plan. Mr. Rustad will prepare the public hearing notice for the official newspaper. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Quick moved and Mr. Koenig seconded to approve Vouchers No. <br /> 106,348 through No. 106,806. On roll call vote, motion carried <br /> unanimously. <br /> <br />VARIOUS MEETING UPDATES; HUD TECHNICAL TRAINING SEMINAR; ATTORNEY ROBERT <br />FEDER'S DEATH, Committee reports <br />Commissioners reported on various meetings they have attended and upcoming meetings in the next <br />week or two. <br /> <br />Commissioners were asked to notify the County Coordinator if they plan to attend the HUD technical <br />training seminar on the administration of disaster relief grants to be held September 24, 1997, <br />beginning at 9:00 AM at the Cass County Government Annex basement meeting room. <br /> <br />John Goff informed Commissioners of the death of Robert Feder, Fargo Attorney. <br /> MOTION, passed <br /> Mr. Meyer moved and Mrs. Schneider seconded to send a letter of <br /> condolence to the family of the late Robert Feder.
