Mr. Wieland suggested that GCI pay for installation of the new phones, however, the State's Attorney cautioned against giving GCI any reason to believe they have authority to remove the present phones. MOTION, passed Mr. Koenig moved and Mrs. Quick seconded that Cass County Government does not consent to termination of the lease agreement by Gerlach Communications, Inc. for two public pay telephones (one at the Courthouse and one at the Annex); and that if Gerlach Communications, Inc. does remove the two pay telephones, that Cass County Government would be reimbursed for actual expenses of re-installing telephones at these two locations. Mr. Wieland asked the State's Attorney to write a letter to Gerlach Communications, Inc. Motion carried. FLOOD UPDATE, Report on home buy-out offers/HUD meetin¢~ In the absence of Irv Rustad, Lake Agassiz Regional Council (I_ARC), County Coordinator, Bonnie Johnson, received an update from Mr. Rustad's Office indicating 17 offers have been made in the home buy-out program. Also, Ms. Johnson reported on a meeting held last Friday with HUD representatives being present, as well as U.S. Senator Byron Dorgan, his staff, and a number of other federal, state and local officials. She said the money is available to Cass County for the local match, pending receipt of a completed action plan. Mr. Rusted had prepared a preliminary action plan and suggestions were received at Friday's meeting for finalizing the plan to meet federal guidelines. Commissioners Schneider and Meyer also attended the meeting last Friday. Mrs. Schneider said the meeting was very helpful in preparing the final action plan; and Mr. Meyer said they are doing everything they can to help Cass County. A public hearing will be held at the next regular meeting of the Cass County Board of Commissioners on October 6, 1997, to review the flood mitigation action plan. Mr. Rustad will prepare the public hearing notice for the official newspaper. VOUCHERS, Approved MOTION, passed Mrs. Quick moved and Mr. Koenig seconded to approve Vouchers No. 106,348 through No. 106,806. On roll call vote, motion carried unanimously. VARIOUS MEETING UPDATES; HUD TECHNICAL TRAINING SEMINAR; ATTORNEY ROBERT FEDER'S DEATH, Committee reports Commissioners reported on various meetings they have attended and upcoming meetings in the next week or two. Commissioners were asked to notify the County Coordinator if they plan to attend the HUD technical training seminar on the administration of disaster relief grants to be held September 24, 1997, beginning at 9:00 AM at the Cass County Government Annex basement meeting room. John Goff informed Commissioners of the death of Robert Feder, Fargo Attorney. MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to send a letter of condolence to the family of the late Robert Feder. Motion carried.
