10. <br /> <br />11. <br /> <br />Commission Minutes--September 15, 1997 1710 <br /> <br />Border States Paving, Inc. for improvement and construction of Project No. <br />Highway 10 pavement repair in the amount of $85,485; <br />J.R. Painting for Highway Department interior and exterior painting in the <br />amount of $57,869; <br />Northland, Ltd. for Highway Department replacement of 10 windows in <br />maintenance shop area in the amount of $11,497; and <br />North Dakota Association of Counties joint powers agreement for joint <br />purchasing among counties of the State of North Dakota. <br /> <br />PERMIT FOR BINGO AND RAFFLE, Kindred School Close Up Program <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Koenig seconded to approve bingo and <br /> raffle permit for Kindred Public School District Close Up Program on the <br /> date of October 17, 1997, at the Kindred School. On roll call vote, motion <br /> carried unanimously. <br /> <br />BUDGET, Hearing on 1998 County_ Budget <br />A public hearing was advertised for this date, time and place on the 1998 Cass County budget. Mr. <br />Wieland said the proposed budget was published in the county's official newspaper September 8, <br />1997. He invited comments from the public at this time. <br /> <br />Jeannette "Mike" Stanton, Fargo, inquired about the amount of money included in the budget for <br />Fargo-Cass County Economic Development. County Auditor, Michael Montplaisir, explained the <br />total amount in the budget for job development. <br /> <br />Mr. Wieland asked for any additional comments on the 1998 budget, and hearing none, closed the <br />public hearing. At a budget meeting held earlier today, Commissioners set future budget meetings <br />at 9:00 AM on September 22nd and 9:00 AM September 29th, for final adoption of the 1998 budget. <br /> <br />RESOLUTIONS #1997-27, 28, 29, Street Improvement District No. 97-1 (Round Hill) <br />Attorney Daniel Twichell, of Ohnstad Twichell, presented an "Amended Engineer's Statement of <br />Estimated Cost" for additional drain tile, the total project estimate for Street Improvement District No. <br />97-1 being $305,000. Mr. Wieland asked John Goff, State's Attorney, if he had any comments. Mr. <br />Goff said he does not have any questions and no one has asked any specific questions of him. <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to adopt RESOLUTION <br /> #1997-27 APPROVING CERTAIN ACTIONS AND AWARDING SALE OF <br /> $305,000 REFUNDING IMPROVEMENT BONDS; RESOLUTION #1997-28 <br /> CREATING THE FUNDS OF IMPROVEMENT DISTRICTS, PROVIDING FOR <br /> AND APPROPRIATING SPECIAL ASSESSMENTS FOR THE SUPPORT AND <br /> MAINTENANCE OF SAID FUNDS, AND AUTHORIZING THE ISSUANCE OF <br /> IMPROVEMENT WARRANTS THEREON; AND RESOLUTION #1997-29 <br /> AUTHORIZING THE ISSUANCE OF $305,000 REFUNDING IMPROVEMENT <br /> BONDS, PRESCRIBING THE TERMS AND COVENANTS THEREOF, AND <br /> CREATING A FUND FOR THE PAYMENT THEREOF. On roll call vote, <br /> motion carried unanimously. Copies of said resolutions are on file in the <br /> County Auditor's Office. <br /> <br /> <br />
