Estimated costs for grading and blacktopping <br />this portion of County Road #5 are $3-3.5 million. <br /> <br />BREWER LAKE, Caretaker position <br />Mr. Wieland wrote a memo to Doug Anderson, Chairman of the Cass County Park Board, on August <br />13, 1997, reminding him the county authorized an additional caretaker position at Brewer Lake for <br />up to 100 hours per season. According to time cards submitted to the county personnel office, the <br />person in this position exceeded the 100-hour maximum by 17 hours. <br /> <br />Upon receipt of the memo, Mr. Anderson telephoned the Commission Office to ask the county to <br />approve 30-40 hours, in addition to the 17 hours over the maximum, because the other caretaker, <br />Louis Rieke, is not working his usual number of hours at Brewer Lake due to other employment. <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to increase the number <br /> of hours for Marie Loegedng as caretaker at Brewer Lake from 100 to 150 <br /> for the 1997 park season, based upon a reduction in hours worked by <br /> Louis Rieke at the county park. On roll call vote, motion carried <br /> unanimously. <br /> <br />APPOINTMENT DELAYED, Kindred Planning and Zoning from extraterritorial area <br />A letter was received from Naomi Wadena, Kindred City Auditor, indicating the City of Kindred <br />Planning and Zoning Commission intends to exercise their extraterritorial zoning authority and <br />recommending appointment of Brian Ordahl to serve in that position. Mr. Wieland favored the <br />appointment, however, he suggested placing it on the next County Commission agenda in case <br />anyone else is interested in the position. A completed application form was submitted by Mr. Ordahl. <br /> MOTION, passed <br /> Mrs. Quick moved and Mr. Koenig seconded to delay action on <br /> appointment to City of Kindred Planning and Zoning Commission from <br /> their extraterritorial zoning area until the next Commission meeting. <br /> Motion carried unanimously. <br /> <br />FLOOD UPDATE, Report by Lake Agassiz Regional Council <br />Irv Rustad, Lake Agassiz Regional Council, reported the County's buy-out application of flooded <br />homes was approved for funding. The appraisal work can now begin and he said the county was <br />divided into three areas with three appraisers assigned to complete this work as soon as possible. <br />He intends to have three law firms perform the legal work and asked if anyone felt there would be <br />a conflict of interest since Commissioner Quick's husband is a lawyer at one of the firms. Mrs. Quick <br />said her husband would not be doing the legal work for the buy-out program, and no one felt this <br />would constitute a conflict of interest. Mr. Rustad will have the State's Attorney review the contract. <br /> <br />In the latest letter to homeowners participating in the buy-out program, Mr. Rustad informed them <br />FEMA (Federal Emergency Management Agency) and State funding remains at 85%, however, the <br />county is still attempting to obtain a waiver of the Iow-income requirement since most of the homes <br />in the buy-out program would not qualify for Iow-income assistance. <br /> <br />Bonnie Johnson, County Coordinator, spent some time on the telephone talking to the Denver Office <br />of Housing and Urban Development (HUD). She learned this is the first time they have given direct <br />appropriations to counties since the early 1970's, and they hope to address the Iow-income issue <br /> <br /> <br />
