19. <br /> <br />20. <br /> <br />Commission Minutes--August 4, 1997 1679 <br /> <br />Mr. Rustad outlined additional project costs in the amount of approximately $30,000 for items such <br />as appraisals, legal work, demolition and administration. He asked the county to consider paying <br />for these items. Mr. Koenig said it was the consensus of the committee working with Mr. Rustad that <br />Cass County would help defray these additional costs, referred to as "soft costs," but he did not <br />know where the money would be paid from. <br /> <br />One of two FEMA representatives present today, Michael Madsen, questioned how the 75% figure <br />from FEMA was arrived at because the City of Fargo and other entities around Cass County are <br />receiving 90% federal funds. Mr. Rustad said cities have access to HUD and CDBG funds, and <br />there is a Iow-income requirement on HUD funds. Due to that requirement and based upon the <br />appraised value of the homes included in the county's application, Mr. Rustad did not believe any <br />homeowner would be eligible for the HUD funds. <br /> <br />Glenn Ellingsberg, Cass County Disaster Emergency Manager, said funding sources for Hazard <br />Mitigation have always been 75% FEMA reimbursement and 25% state and local match. <br /> <br />Bonnie Johnson, County Coordinator, said she believes the City of Fargo is receiving 100% funding <br />for Hazard Mitigation buy-outs. She said it may be worth investigating the funding sources of other <br />local entities and request the North Dakota congressional delegation to assist with obtaining <br />additional funding for Cass County's flooded homeowners. <br /> <br />Mrs. Schneider said she is interested in pursuing this since Mr. Madsen also questioned the funding <br />split. Mrs. Johnson offered to contact the cities of Fargo and Moorhead and Clay County to <br />determine if Cass County is on a level playing field with these nearby entities. County <br />Commissioners are meeting with Fargo and West Fargo City Commissioners tomorrow from 12:00 - <br />1:30 PM, and she could provide any new information after that meeting. <br /> <br />Since all of the Cass County Commissioners plan to attend the meeting with Fargo and West Fargo <br />tomorrow, Mr. Wieland was in agreement that Mrs. Johnson obtain additional information on buy- <br />outs. The Cass COunty Commission would then call a special meeting at 1:30 PM Tuesday, August <br />5, 1997, at the Fargo Holiday Inn. <br /> <br />VOUCHERS, A_~_~roved MOTION, passed <br /> Mr. Meyer moved and Mr. Koenig seconded to approve Vouchers No. <br /> 104,737 through No. 105,310. On roll call vote, motion carried <br /> unanimously. <br /> <br />BUDGET UPDATE; MEETING REMINDERS, Committee reports <br />Mr. Montplaisir asked the board about scheduling budget m, cctings during August to begin reviewing <br />the 1998 preliminary county budget. Last Friday was the deadline for county departments and other <br />agencies to submit their budget requests to the County Auditor's Office. Preliminary budget <br />approval will be placed on the September 2nd Commission meeting agenda. The Board intends to <br />review the 1998 Social Services budget request on August 15th beginning at 8:00 AM in the <br />basement meeting room at the Cass County Annex. August 25, 26 and possibly 27th will be set <br />aside for budget reviews with other county departments and agencies. <br /> <br />Mrs. Johnson reminded commissioners of an appreciation luncheon sponsored by the Cass County <br />Historical Society at Noon on August 8th at Bonanzaville, USA. <br /> <br /> <br />
