On roll call vote, motion <br />carried unanimously. <br /> <br />MOTOR POOL REPLACEMENTS, Sale of vehicles <br />Michael Montplaisir, County Auditor, recommended reducing the size of the motor pool and <br />replacing high mileage vehicles, those in excess of 100,000 miles. He also recommended <br />increasing the current 20 cents per mile charge to 25 cents per mile for departments using motor <br />pool vehicles. <br /> <br />Glenn Ellingsberg, Sheriff's Department, voiced a concern that charging 25 cents per mile to use <br />a motor pool vehicle will encourage people to use their own vehicles at the same reimbursement <br />rate. Mr. Montplaisir does not see this as a problem. He said Social Services employees would <br />prefer to use the motor pool cars for transporting clients anyway. MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to authorize the County <br /> Auditor to sell four vehicles turned over by the Sheriff's Department and <br /> four vehicles from the motor pool at public auction; and authorize the <br /> County Auditor to obtain bids on the purchase of two mid-sized sedans <br /> for the motor pool. On roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to increase the current <br />20 cent per mile charge to 26 cents per mile for departments using motor <br />pool vehicles, effective January 1, 1998. On roll call vote, motion carried <br />unanimously. <br /> <br />FLOOD UPDATE, Re_r)ort by Lake Agassiz Regional Council <br />Irv Rustad, Lake Agassiz Regional Council, referred to his memorandum dated July 31, 1997, <br />indicating Cass County's application for funds to purchase approximately 40 homes which suffered <br />flood damages greater than 50% has been recommended to Washington for funding. The <br />application requested $4.2 million, and after subtracting the insurance payments homeowners may <br />receive, Mr. Rustad anticipated a net amount of approximately $2 million. Once the county's <br />application is approved, FEMA must be informed of the local funding source. <br /> <br />It appears funding sources will be 75% from FEMA (Federal Emergency Management Agency) and <br />10% from the State of North Dakota. Mr. Rustad said homeowners have been informed they may <br />have to pay the 15% local match because the county would not be in a position to provide that <br />amount, which is estimated at $300,000. He provided copies of an "Eligibility and Policy Statement" <br />which will be sent to everyone involved in potential buy-outs, however, he said this is a voluntary <br />program. <br /> <br /> <br />
