Commission Minutes--July 21, 1997 1664 m = PERMIT FOR SPECIAL EVENT, Speedway Restaurant MOTION, passed Mrs. Schneider moved and Mrs. Quick seconded to approve special event permit for the Speedway Restaurant to serve alcoholic beverages at Bonanzaville, USA located at the Red River Valley Fairgrounds on the dates of August 9 and September 20, 1997. On roll call vote, motion carried unanimously. COMMISSION POLICY MANUAL AMENDED, GrasshoDper Control Plan. Section MOTION, passed Mrs. Schneider moved and Mrs. Quick seconded to amend Commission Policy Manual Section 16.30, Grasshopper Control Plans for Road Right of Way, to reflect that any financial assistance the county provides will be based on an economic threshold which will be verified by the grasshopper coordinator. On roll call vote, motion carried unanimously. 16.30 CHILD SUPPORT ENFORCEMENT, Out-of-state travel approved MOTION, passed Mrs. Schneider moved and Mrs. Quick seconded to approve the out-of- state travel request of Kathleen M. Ziegelmann, Director of the Southeast Regional Child Support Enforcement Unit, for Assistant State's Attorney Crystal Wosick and Case Analyst ~Char Aberle to attend the National Child Support Enforcement Association's "Meeting the Challenges of Welfare Reform" conference on October 6-7, 1997, in Denver, CO. On roll call vote, motion carried unanimously. CONTRACT APPROVAL, Social Services contracts; Sellin Brothers; Northern Improvement MOTION, passed Mrs. Schneider moved and Mrs. Quick seconded to approve the following contracts submitted by respective department head and portfolio commissioner, subject to State's Attorney approval; and authorize the chairman to sign: On roll call vote, motion carried unanimously. Social Services contracts--Master Department of Human Service Contract; Region V Children's Services Coordinating Committee agreements; Sellin Brothers--County Highway 11 grading project in the amount of $558,516.00; Northern Improvement Company--County Highway 81 concrete project in the amount of $26,457.75 ROAD RESTRICTIONS, Overload fine appealed by Rustad Sand and Gravel Don Rustad of Rustad's Sand and Gravel, Kindred, appeared before the board to appeal an overload fine issued by the North Dakota Highway Patrol on April 26, 1997, in the amount of $818. He stated that the company had a permit for overloading on county roads during the flood emergency, however, the permit had expired. Mr. VVieland supported the appeal because of the flood situation, but he reminded citizens to obey load restrictions and speeds so as not to cause undue damage to asphalt roads.
