Commission Minutes--July 21, 1997 1664 <br /> <br />m <br /> <br />= <br /> <br />PERMIT FOR SPECIAL EVENT, Speedway Restaurant MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to approve special event <br /> permit for the Speedway Restaurant to serve alcoholic beverages at <br /> Bonanzaville, USA located at the Red River Valley Fairgrounds on the <br /> dates of August 9 and September 20, 1997. On roll call vote, motion <br /> carried unanimously. <br /> <br />COMMISSION POLICY MANUAL AMENDED, GrasshoDper Control Plan. Section <br /> MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to amend Commission <br /> Policy Manual Section 16.30, Grasshopper Control Plans for Road Right <br /> of Way, to reflect that any financial assistance the county provides will be <br /> based on an economic threshold which will be verified by the <br /> grasshopper coordinator. On roll call vote, motion carried unanimously. <br /> <br />16.30 <br /> <br />CHILD SUPPORT ENFORCEMENT, Out-of-state travel approved MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to approve the out-of- <br /> state travel request of Kathleen M. Ziegelmann, Director of the Southeast <br /> Regional Child Support Enforcement Unit, for Assistant State's Attorney <br /> Crystal Wosick and Case Analyst ~Char Aberle to attend the National Child <br /> Support Enforcement Association's "Meeting the Challenges of Welfare <br /> Reform" conference on October 6-7, 1997, in Denver, CO. On roll call <br /> vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, Social Services contracts; Sellin Brothers; Northern Improvement <br /> MOTION, passed <br /> Mrs. Schneider moved and Mrs. Quick seconded to approve the following <br /> contracts submitted by respective department head and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: On roll call vote, motion carried unanimously. <br /> <br />Social Services contracts--Master Department of Human Service Contract; Region V <br />Children's Services Coordinating Committee agreements; <br />Sellin Brothers--County Highway 11 grading project in the amount of $558,516.00; <br />Northern Improvement Company--County Highway 81 concrete project in the amount <br />of $26,457.75 <br /> <br />ROAD RESTRICTIONS, Overload fine appealed by Rustad Sand and Gravel <br />Don Rustad of Rustad's Sand and Gravel, Kindred, appeared before the board to appeal an <br />overload fine issued by the North Dakota Highway Patrol on April 26, 1997, in the amount of $818. <br />He stated that the company had a permit for overloading on county roads during the flood <br />emergency, however, the permit had expired. Mr. VVieland supported the appeal because of the <br />flood situation, but he reminded citizens to obey load restrictions and speeds so as not to cause <br />undue damage to asphalt roads. <br /> <br /> <br />
