Commission Minutes--May 27, 1997 1630 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> MAY 27, 1997 <br /> <br />MEETING TO ORDER <br />Chairman Alon Wieland called the special meeting to order at 3:00 PM on May 27, 1997, in the Cass <br />County Government Annex, lower level meeting room. All members were present as follows: Donna <br />Schneider, Paul Koenig, Roberta Quick, John Meyer and Alon Wieland. The meeting was called <br />by the chairman for the purpose of organizing a flood mitigation program and application process. <br />Township officers of 19 Cass County townships were invited to attend this meeting since those areas <br />were identified by Glenn Ellingsberg, Disaster Emergency Services Director, as the townships <br />affected by 1997 flooding. About 40 rural residents, county department heads, FEMA <br />representatives and other agency representatives were in attendance. <br /> <br />Examples of hazard mitigation projects may include, but are not limited to, property acquisitions or <br />relocations, elevating current homes, structural hazard control or protection, and construction <br />activities that result in hazard protection, according to Mr. Wieland. <br /> <br />This meeting was originally scheduled for June 2nd, however, county officials learned that <br />applications for hazard mitigation grants must be submitted to the North Dakota Emergency <br />Management Office by June 7, 1997, and will be considered on a first-come, first-served basis. <br /> <br />APPLICATION PROCESS, Lake Apassiz Repional Council (LARC) asked to assist county <br />ltv Rustad, Lake Agassiz Regional Council Director, said his agency has been asked to assist the <br />county, and he referred to a meeting held last Thursday with the State Disaster Field Office. Mr. <br />Rustad said FEMA (Federal Emergency Management Agency) has indicated that project <br />sponsorships will only be considered from cities and counties, not from townships. Therefore, the <br />county needs to identify all potential problem areas outside of incorporated cities, and submit an <br />application by the June 7th deadline. <br /> <br />Mr. Rustad has an application form available, and the county must sponsor and identify the projects <br />by resolution, which he will provide to the county. He also mentioned a resolution called the "urgent <br />needs" resolution, which he will provide for the June 2nd Commission meeting. <br /> <br />Jeff Volk, Moore Engineering Company, and engineer for water resource district projects, also <br />attended the meeting with State disaster officials last Thursday. Discussion followed on what <br />information needs to be included in the initial application, and Mr. Rustad and Mr. Volk had different <br />opinions on this matter. Keith Berndt, County Engineer, said he understands that the notice of intent <br />must be submitted by June 7th, and Joel Quanbeck, County Planner, was of the opinion that some <br />of the blanks could be filled in at a later date. Earl Stewart, from LARC, said it will be nearly <br />impossible to identify specific projects by the June 7th deadline. Glenn Ellingsberg, County Disaster <br />Emergency Director, said the hazard mitigation office in Bismarck wants a total dollar value of the <br />damage in Cass County at the time the application is submitted. <br /> <br /> <br />
