m <br /> <br />Commission Minutes--May 27, 1997 1631 <br /> <br />DISSEMINATE INFORMATION, Rural residents to contact Director of Emergency Management <br />Wherever possible, Mr. Wieland suggested that township officials contact one or two residents in <br />a subdivision and ask them to inform other residents of their need to submit a letter to Glenn <br />Ellingsberg, Cass County Director of Emergency Management, by June 3, 1997, if they wish to be <br />considered for participation in some type of mitigation program. <br /> <br />Cass County government has placed an advertisement in the official newspaper and will establish <br />a hazard mitigation "hotline", which will be updated as new information becomes available. Mr. <br />Wieland said Cass County residents will be in competition with people throughout the nation, not <br />only the Red River Valley, for any disaster funding which may be available. <br /> <br />Frank Klein, County Director of Tax Equalization, has assisted the Stanley Township Assessor in <br />conducting damage surveys, and he said there are some homes which may be eligible for buy-outs. <br />Mr. Stewart talked about local incentives which FEMA will fund at a ratio of 75-25. Mr. Rustad is <br />seeking Community Development Block Grant (CDBG) funds to assist with the homeowners 25% <br />share. <br /> <br />Mr. Wieland said four homeowners have contacted the County Commission Office concerning <br />hazard mitigation, and they have been asked to submit written requests. Kathy Hogan, Social <br />Services Director, said she is particularly concerned about elderly rural residents who have not <br />contacted FEMA or who may not be aware of the county's mitigation program. <br /> <br />Mr. Volk said that if a township is not participating in the flood insurance program, he does not <br />believe homes in that area would be eligible for assistance. It was noted that communities may still <br />have an opportunity to obtain flood insurance, however, that also carries a time limit. One of the <br />FEMA representatives said he has a listing, which people in attendance could view after the <br />meeting, indicating which townships belong to the National Flood Insurance Program (NFIP). <br /> <br />A representative of FEMA said North Dakota is somewhat unique in that all of the townships can join <br />NFIP. Cass County government is not a member because the townships have retained their own <br />zoning authority.
