Hoy as Special Assistant State's <br /> Attorney. On roll call vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, North Dakota Department of Transportation and Wanzek <br />Construction; North Dakota Department of Transportation and Northern Improvement; <br />board of prisoners in Barnes County facility MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to approve the following <br /> contracts submitted by respective department head and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: On roll call vote, motion carried unanimously. <br /> <br />North Dakota Department of Transportation and Wanzek Construction--construction of <br />Maple River bridge at Sections 28-29 in the amount of $342,403; <br />North Dakota Department of Transportation and Northern Improvement--construction of <br />the County Highway 81 bikeway south of Fargo in the amount of $251,870; <br />boarding adult prisoners in the Barnes County Correctional Facility. <br /> <br />ORDINANCE, First reading of odor ordinance deferred to May 5th agenda <br />Mr. Wieland said the City of West Fargo requested that Cass County adopt an odor ordinance, <br />and John Goff, State's Attorney, provided the draft copy on April 25th. <br /> <br />Mr. Wieland invited comments from the public and from the commission. Myron Berglund, <br />Supervisor of Environmental Health Services at Fargo Cass Pubic Health, expressed concerns <br />about the ordinance since he will likely be involved in the enforcement of it. Mr. Wieland <br />suggested that he meet with Mr. Goff to work out his concerns. Mr. Goff said he would be able <br />to incorporate some exemptions and different standards, and he will have changes made for the <br />next Commission meeting. <br /> <br />Mr. Wieland said he believes there are some changes that were intended to be included, such <br />as the ordinance applying to extraterritorial areas only and some exemptions for agriculture- <br />related businesses, hobby farms and stables. He suggested placing this item back on the May <br />5, 1997 agenda for first reading. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Quick moved and Mr. Koenig seconded to approve Vouchers No. <br /> 101,281 through No. 102,278. On roll call vote, motion carried <br /> unanimously. <br /> <br />FLOOD SITUATION, Lower Sheyenne Flood Victims Association <br />Roberta Johnson, Secretary of The Lower Sheyenne Flood Victims Association of West Fargo, <br />was present representing 50-75 homeowners out of approximately 340 homeowners in Reed <br /> <br /> <br />
