Commission Minutes--December 2, 1996 1553 <br /> <br />Mrs. Schneider asked Mr. Strommen about the recommendation to maintain Mr. Goff's salary at <br />the 1996 level for 1997, with the Commission directing the county auditor to reallocate such other <br />funds as may be necessary to implement a restructuring plan. Mr. Goff said the 1997 budget was <br />approved, and Mrs. Toussaint said salary increases are based upon performance evaluations. <br />Mr. Goff said elected officials are not part of that process. Mr. Strommen said the Commission <br />would need to determine any contractual agreements they may, or may not, have with Mr. Goff <br />in terms of salary in the budget process. <br /> <br />Mr. Eckert agreed on Option B.2, including 2.1, 2.2, 2.4, 2.5, 2.6 and 2.9. He believes this would <br />make some improvements to accommodate the State's Attorney's Office. He said the <br />Commission has not always staffed the department at the level he feels it should be and <br />mentioned a request for hiring a temporary assistant state's attorney, which was not added to the <br />agenda today. Mrs. Toussaint said she did not receive that request until today. Mr. Goff said <br />he submitted it last week, however, Mrs. Toussaint did not receive it until she got to the <br />Courthouse today. She asked why Mr. Goff didn't fax it to her last week at the time he faxed it <br />to the local media. <br /> <br />The Board expressed concern about Option B.2, 2.3. Mr. Wieland said other county department <br />heads do report to the Board on a monthly basis, as well as attending quarterly rotational <br />department meetings. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to adopt amendment <br />and Resolution #1996-28 as follows: <br /> <br />WHEREAS, the Commission is responsible for implementing County <br />policy and for providing a work environment for State's Attorney's <br />Office employees that is free from harassment or retaliation and is safe <br />and positive for all State's Attorney's Office employees; and <br /> <br />WHEREAS, the investigation is substantially complete and there is a <br />need to move forward with solutions that foster a work environment for <br />State's Attorney's Office employees consistent with County policy and <br />with the prudent expenditure of Cass County taxpayer funds. <br /> <br />NOW, THEREFORE, THE COMMISSION RESOLVES TO ADOPT THE <br />FOLLOWING PROPOSED CHANGES TO THE STATE'S ATTORNEY'S <br />OFFICE WORK ENVIRONMENT: <br /> <br />The Commission shall exercise its fiscal authority over County matters <br />to provide the SAO with an administrative assistant to be selected from <br />the SAO, or a new position, if and when funds are made available. A <br />hiring committee of three persons shall be formed. The committee <br />shall consist of Mr. Goff, a member of the Commission selected by the <br />Commission, and a third person mutually agreeable to Mr. Goff and the <br />Commission. <br /> <br /> <br />
