12. <br /> <br />13. <br /> <br />Commission Minutes-November 18, 1996 1542 <br /> <br />After everyone had an opportunity to speak, Mrs. Toussaint entertained a motion to close the <br />public hearing. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to close the public hearing. <br /> Motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Ness seconded that the assessment list for <br />Street Improvement District No. 96-1 of the County of Cass, as <br />confirmed by the Special Assessment Commission of the County of <br />Cass, be and the same is hereby confirmed. Discussion: Mm. <br />Toussaint said she is concerned that the proper legal process was <br />followed, in light of the appeal. If the State's Attorney, John Goff, had <br />been present at this time, she would have asked his opinion on this <br />matter. Mr. Wieland said if them was a legal problem, as opposed to an <br />assessment problem, that is something that should be decided in the <br />courts. Mrs. Toussaint said she wished Mr. Goff had not left the <br />meeting. At the call for the question and on roll call vote, motion <br />carried unanimously. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mr. Eckert moved and Mm. Schneider seconded to approve Voucher <br /> No. 95,169 through No. 95,678. On roll call vote, motion carried <br /> unanimously. <br /> <br />Commissioners were in agreement to release a check to Fraedrich Garbage Service in the <br />amount of $1,440 for garbage pick-up at Brewer Lake for the years 1993, 1994, 1995 and 1996. <br />The State's Attorney drafted an agreement for Mr. Eckert to submit to Fraedrich's, which should <br />be followed by authorization of the County Park Board. <br /> <br />WATER RESOURCE DISTRICT STUDY; WELFARE REFORM MEETING; ELECTION WORKER <br />PAYMENT; FARGO LEADERSHIP PANEL DISCUSSION; SEXUAL HARASSMENT SEMINARS, <br />Committee reports <br />Mr. Wieland said he will conduct the public hearing scheduled for 6:30 PM on Tuesday, <br />November 19, 1996, at the Casselton City Hall concerning the Water Resource District study <br />committee recommendations. He chaired the study committee, which was appointed last <br />February and completed their recommendations by the end of June. <br /> <br />Mr. Wieland plans to attend a meeting in Bismarck tomorrow on Welfare Reform. <br /> <br />At the suggestion of Michael Montplaisir, County Auditor, commissioners were in agreement to <br />allow payment of approximately $42,000 in expenses, including hours worked by precinct officials, <br />for the November general election, the check numbers to be listed with next month's bills. <br /> <br />Bonnie Johnson, County Coordinator, reported that she and Commissioner Schneider <br />participated in the Fargo Leadership panel discussion at the Courthouse recently. <br /> <br /> <br />
