MOTION, passed Mr. Wieland moved and Mr. Ness seconded to close the public hearing. Motion carried unanimously. MOTION, passed Mr. Wieland moved and Mr. Ness seconded that the assessment list for Street Improvement District No. 96-1 of the County of Cass, as confirmed by the Special Assessment Commission of the County of Cass, be and the same is hereby confirmed. Discussion: Mm. Toussaint said she is concerned that the proper legal process was followed, in light of the appeal. If the State's Attorney, John Goff, had been present at this time, she would have asked his opinion on this matter. Mr. Wieland said if them was a legal problem, as opposed to an assessment problem, that is something that should be decided in the courts. Mrs. Toussaint said she wished Mr. Goff had not left the meeting. At the call for the question and on roll call vote, motion carried unanimously. VOUCHERS, Approved MOTION, passed Mr. Eckert moved and Mm. Schneider seconded to approve Voucher No. 95,169 through No. 95,678. On roll call vote, motion carried unanimously. Commissioners were in agreement to release a check to Fraedrich Garbage Service in the amount of $1,440 for garbage pick-up at Brewer Lake for the years 1993, 1994, 1995 and 1996. The State's Attorney drafted an agreement for Mr. Eckert to submit to Fraedrich's, which should be followed by authorization of the County Park Board. WATER RESOURCE DISTRICT STUDY; WELFARE REFORM MEETING; ELECTION WORKER PAYMENT; FARGO LEADERSHIP PANEL DISCUSSION; SEXUAL HARASSMENT SEMINARS, Committee reports Mr. Wieland said he will conduct the public hearing scheduled for 6:30 PM on Tuesday, November 19, 1996, at the Casselton City Hall concerning the Water Resource District study committee recommendations. He chaired the study committee, which was appointed last February and completed their recommendations by the end of June. Mr. Wieland plans to attend a meeting in Bismarck tomorrow on Welfare Reform. At the suggestion of Michael Montplaisir, County Auditor, commissioners were in agreement to allow payment of approximately $42,000 in expenses, including hours worked by precinct officials, for the November general election, the check numbers to be listed with next month's bills. Bonnie Johnson, County Coordinator, reported that she and Commissioner Schneider participated in the Fargo Leadership panel discussion at the Courthouse recently.
