= <br /> <br />Commission Minutes--November 18, 1996 1539 <br /> <br />PLAT APPROVAL, Road vacation and final plat for Kensington Place Fourth; final plat for <br />Country Acres Second Subdivision MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded that the Cass County <br /> Board of Commissioners grant approval of the road vacation <br /> recommended by the Planning Commission, and grant Final Plat <br /> approval to Kensington Place Fourth Addition, NE 1/4 of Section 30 & <br /> SE 1/4 of Section 19, Township 138N, Range 48W in Cass County, North <br /> Dakota. On roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded that the Cass County <br />Board of Commissioners approve and sign the road construction <br />agreement, and grant Final Plat approval to Country Acres 2nd <br />Subdivision, NE 114 of Section 30, Township 138N, Range 49W in Cass <br />County, North Dakota. On roll call vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, Ulteig Engineers; Cellular One; Hardrives, Inc. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to approve the <br /> following contracts submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; and <br /> authorize the chairman to sign: Ulteig Engineers for county highway 81 <br /> bikeway design in an amount not to exceed $23,600; and Cellular One <br /> for Social Services cell phone. On roll call vote, motion carried <br /> unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to authorize the <br />chairman to sign resolution accepting Iow bid from Hardrives, Inc. for <br />asphalt surfacing of county highway 17 in the amount of $1,351,268.98; <br />and to authorize chairman to sign contract with Hardrives, Inc. upon <br />receipt of contract document from the North Dakota Department of <br />Transportation and subject to State's Attorney concurrence. On roll <br />call vote, motion carried unanimously. <br /> <br />STATE'S ATTORNEY, Management report <br />Mrs. Toussaint stated the Board of Cass County Commissioners received complaints several <br />weeks ago from county employees regarding possible inappropriate conduct in the State's <br />Attorney's Office. Consistent with county policy, and state and federal law, the Board ordered an <br />immediate investigation into the matter. She introduced Consultant Scoff Kildahl, who addressed <br />management concerns. <br /> <br />Mr. Kildahl read his report, which is dated today, regarding perceived management problems in <br />the State's Attorney's Office, and he presented recommendations for addressing the concerns. <br />Copies of the report were given to each Commissioner and to the State's Attorney, John Goff. <br /> <br />At the conclusion of Mr. Kildahl's report, Chairman Toussaint read the following press release: <br /> <br /> <br />
