13. <br /> <br />14. <br /> <br />15. <br /> <br />Commission Minutes--November 4, 1996 1535 <br /> <br />SHERIFF'S DEPARTMENT, Jail nurse position <br />A memorandum was received from Sheriff Donald Rudnick, dated November 1, 1996, indicating <br />the county jail nurse has resigned effective November 11, 1996. Also received was a proposal <br />from Mary Kay Herrmann, Director, Fargo Cass Public Health, to provide jail health services for <br />the remainder of 1996 and for the year 1997. Mrs. Toussaint said the proposal is contingent <br />upon approval of the Fargo City Commission. Sheriff Rudnick will contact local hospitals to see <br />if they are interested in submitting a proposal for jail health services for the long term. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Eckert seconded to accept the initial <br /> proposal as outlined by Ms. Hermann for the next two months and to <br /> establish a working group to review the specific roles and <br /> responsibilities for jail nursing services for the long term. The working <br /> group will consist of Sheriff Rudnick, Walt Willis, Mary Kay Herrmann, <br /> Alon Wieland as Portfolio Commissioner, and Kathy Hogan as Cass <br /> County representative on the Fargo Cass Public Health Board. On roll <br /> call vote, motion carried unanimously. <br /> <br />VOUCHERS, A.~.~roved <br />Mr. Eckert questioned the billing from Fraedrich Garbage Service in the amount of $1,440 for <br />garbage pick-up at Brewer Lake. The billing is for the years 1993, 1994, 1995, and 1996; and <br />it is the county's first indication that a bill was owing for those years outside of the current budget <br />year. Mr. Eckert recommends withholding payment on the check until he receives an itemized <br />fee schedule from Fraedrich Garbage Service, which he requested about a month ago. Before <br />the check is released, Mr. Montplaisir suggested that the State's Attorney draft an agreement to <br />be signed by the garbage service indicating this is the total amount owed to the present time. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to approve Vouchers No. <br /> 94,588 through No. 95,168, with the exception of No. 94,949 to <br /> Fraedrich Garbage Service. On roll call vote, motion carried <br /> unanimously. <br /> <br />JOINT COMMUNICATIONS MEETING; IBM IMAGING SYSTEM; VETERANS SERVICE <br />OFFICER UPDATE; WATER RESOURCE STUDY COMMITTEE RECOMMENDATIONS, <br />Committee reports <br />Bonnie Johnson, County Coordinator, informed commissioners of a meeting at 7:30 AM on <br />November 26, 1996, at Fargo City Hall regarding Joint Communications. <br /> <br />Ms. Johnson provided copies of a feature story from IBM Corporation's Local Government <br />Solution Profile Series regarding Cass County's imaging project for payroll and personnel <br />records. <br /> <br />Commissioners were informed that James Brent, Veterans Service Officer, returned to work today <br />after incurring injuries in a recent apartment fire. <br /> <br />Mr. Wieland informed commissioners that the fall meeting of the Cass County Township Officer's <br />Association will be held at 7:30 PM November 19, 1996 at the Casselton City Hall. Therefore, <br />the Cass County Board of Commissioners will hold a public hearing at 6:30 PM, same date and <br />same location, concerning recommendations of the Water Resource District Study Committee. <br /> <br /> <br />
