Commission Minutes--November 4, 1996 1535 SHERIFF'S DEPARTMENT, Jail nurse position A memorandum was received from Sheriff Donald Rudnick, dated November 1, 1996, indicating the county jail nurse has resigned effective November 11, 1996. Also received was a proposal from Mary Kay Herrmann, Director, Fargo Cass Public Health, to provide jail health services for the remainder of 1996 and for the year 1997. Mrs. Toussaint said the proposal is contingent upon approval of the Fargo City Commission. Sheriff Rudnick will contact local hospitals to see if they are interested in submitting a proposal for jail health services for the long term. MOTION, passed Mrs. Schneider moved and Mr. Eckert seconded to accept the initial proposal as outlined by Ms. Hermann for the next two months and to establish a working group to review the specific roles and responsibilities for jail nursing services for the long term. The working group will consist of Sheriff Rudnick, Walt Willis, Mary Kay Herrmann, Alon Wieland as Portfolio Commissioner, and Kathy Hogan as Cass County representative on the Fargo Cass Public Health Board. On roll call vote, motion carried unanimously. VOUCHERS, A.~.~roved Mr. Eckert questioned the billing from Fraedrich Garbage Service in the amount of $1,440 for garbage pick-up at Brewer Lake. The billing is for the years 1993, 1994, 1995, and 1996; and it is the county's first indication that a bill was owing for those years outside of the current budget year. Mr. Eckert recommends withholding payment on the check until he receives an itemized fee schedule from Fraedrich Garbage Service, which he requested about a month ago. Before the check is released, Mr. Montplaisir suggested that the State's Attorney draft an agreement to be signed by the garbage service indicating this is the total amount owed to the present time. MOTION, passed Mr. Eckert moved and Mr. Ness seconded to approve Vouchers No. 94,588 through No. 95,168, with the exception of No. 94,949 to Fraedrich Garbage Service. On roll call vote, motion carried unanimously. JOINT COMMUNICATIONS MEETING; IBM IMAGING SYSTEM; VETERANS SERVICE OFFICER UPDATE; WATER RESOURCE STUDY COMMITTEE RECOMMENDATIONS, Committee reports Bonnie Johnson, County Coordinator, informed commissioners of a meeting at 7:30 AM on November 26, 1996, at Fargo City Hall regarding Joint Communications. Ms. Johnson provided copies of a feature story from IBM Corporation's Local Government Solution Profile Series regarding Cass County's imaging project for payroll and personnel records. Commissioners were informed that James Brent, Veterans Service Officer, returned to work today after incurring injuries in a recent apartment fire. Mr. Wieland informed commissioners that the fall meeting of the Cass County Township Officer's Association will be held at 7:30 PM November 19, 1996 at the Casselton City Hall. Therefore, the Cass County Board of Commissioners will hold a public hearing at 6:30 PM, same date and same location, concerning recommendations of the Water Resource District Study Committee.
