13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />Commission Minutes-October 21, 1996 1528 <br /> <br />JAIL STAFF, Out-of-state travel for chaplain MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to approve out-of-state <br /> travel for Michael O'Malley to attend the "International Conference of <br /> Police Chaplains" seminar in Minneapolis on October 24 and 25, 1996. <br /> On roll call vote, motion carried unanimously. <br /> <br />PLAT <br /> <br />APPROVAL, Final Plat of Richard Subdivision <br />MOTION, passed <br />Mr. Ness moved and Mr. Wieland seconded that the Cass County Board <br />of Commissioners grant Final Plat approval to Richard Subdivision, <br />NE% of Section 5, Township 138N, Range 49W in Cass County, North <br />Dakota. On roll call vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, North Dakota Department of Transportation; <br />Emer=_ency Manae_ement: De.oartment of Human Services MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to approve the following <br /> contracts submitted by respective department heads and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: On roll call vote, motion carried unanimously. <br /> <br />Division of <br /> <br />North Dakota Department of Transportation for bituminous surfacing county road south of <br />Horace; <br />North Dakota Division of Emergency Management for 1997 Cooperative Agreement; <br />North Dakota Department of Human Services for Family Focused Services and Parent <br />Aide Services. <br /> <br />RESOLUTION #1996-26, MIDA Bond financing for Fraser, Ltd. <br />A public hearing was advertised for this date and time on the request for MIDA Bond financing <br />submitted by Fraser, Ltd. Attorney james Stewart was present and said Fraser, Ltd. was given <br />preliminary approval in 1995 but they were unable to close the financing in that year's time. Mr. <br />Stewart provided copies of an Addendum relating to the bonds being designated as "qualified tax- <br />exempt obligations" which he requested be added to the resolution as Paragraph 3.6. <br /> <br />Chairman Toussaint opened the public headng and invited comments from the audience. No one <br />asked to address the Commission at this time. MOTION, passed <br /> Hearing no comments, Mr. Eckert moved and Mr. Ness seconded to <br /> close the public hearing. Motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mrs. Schneider seconded to adopt RESOLUTION <br />#1996-26 AUTHORIZING THE ISSUANCE OF MUNICIPAL INDUSTRIAL <br />DEVELOPMENT REVENUE BONDS UNDER CHAPTER 40-67 NDCC. On <br />roll call vote, motion carried unanimously. <br /> <br /> <br />
