10. <br /> <br />11. <br /> <br />Commission Minutes--August 19, 1996 1505 <br /> <br />LOST <br /> <br />INSTRUMENT BONDS, Receive and file for Far~_o Public Schools; Shannon Sullivan <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to receive and file <br />Indemnity Bonds on Lost Instrument for Fargo Public Schools and for <br />Shannon Sullivan; and authorize the county treasurer and the county <br />auditor to issue duplicate checks. On roll call vote, motion carried <br />unanimously. <br /> <br />EXTENSION SERVICE, Purchase order signed for Minolta copier MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to authorize the <br /> chairman to sign purchase order in the amount of $10,200 for Minolta <br /> copier for Extension Service to be paid from their capital projects/office <br /> equipment line item. On roll call vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, Houston Engineering MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to approve the <br /> following contract submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; and <br /> authorize the chairman to sign: Houston Engineering for digital <br /> mapping. On roll call vote, motion carried unanimously. <br /> <br />BUDGET DISCUSSION, 1997 goals <br />Mrs. Toussaint said the Finance Committee has scheduled meetings to review the 1997 county <br />budget, and all commissioners are welcome to attend the meetings. The 1997 preliminary budget <br />is at 66.49 mills, an increase of about 3% over last year; and she recommended placing the mill <br />levy goal at 64.48 mills for the 1997 budget. She said taxpayers have voiced their opinion <br />regarding increased taxes, and this levy would be the same as 1996. <br /> <br />Since this is the preliminary budget, Mr. Eckert thinks all requests should be included. Mrs. <br />Toussaint explained the procedure whereby the board of commissioners will adopt the preliminary <br />budget at the September 3rd, 1996, meeting. A public hearing on the county budget is scheduled <br />for the second meeting in September, and the budget must be finalized on or before October 1st <br />each year. <br /> <br />Mrs. Schneider said she likes the idea of setting a budget goal for the Finance Committee <br />because they have a lot of work to do in reviewing individual budgets. MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded to place the mill levy <br /> goal at 64.48 mills for the 1997 county budget. Motion carried on roll <br /> call vote with four members voting "Aye" and Mr. Eckert opposing. <br /> <br />WORK PLAN REPORTS <br />All commissioners reported on work plans updated by their respective portfolio departments. <br /> <br /> <br />
