On roll call vote, motion <br />carried unanimously. <br /> <br />CONTRACT APPROVAL, Elevator maintenance at Annex MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded to approve the <br /> following contract submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; and <br /> authorize the chairman to sign: Lagerquist Corporation for elevator <br /> maintenance at Cass County Annex. On roll call vote, motion carried <br /> unanimously. <br /> <br />PERMIT FOR SPECIAL EVENT, Fargo Holiday Inn at Bonanzaville <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded to approve special <br /> event permit for Fargo Holiday Inn to serve alcoholic beverages at <br /> Bonanzaville for the USS Iowa dinner buffet on the date of June 21, <br /> 1996, at Bonanzaville, West Fargo, ND. On roll call vote, motion carried <br /> unanimously. <br /> <br />TAX EQUALIZATION BOARD, Reconvenedlad_iourned for 1996 <br />The Board reconvened as the County Board of Tax Equalization. Frank Klein, Director of <br />Equalization, recommended taking no action at this time on the "Y on Broadway" property, with <br />the County Commission reserving the right to add the property to the tax roll at a later date under <br />North Dakota Century Code 57-14. Paul Finstad, YMCA Executive Director, was present and said <br />they are in agreement with Mr. Klein's recommendation. The County Commission also accepted <br />that recommendation. <br /> <br />Upon Mr. Klein's recommendation, no action was taken on the appeal of David Murphy, <br />Davenport. <br /> <br />Stephen Madsen, Embden, was present to voice his objection to a proposed increase to $29,000 <br />on his home in Howes Township. He said the assessment was approved by the local township <br />board at $13,500, which was the purchase price of the property in 1983. Mr. Klein said the home <br />has had major renovations and the assessment of $29,000 would be equitable with neighboring <br />properties for 1996 and would be in line with the market. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded that the 1996 <br /> assessment be set at $29,000 true and full value on the Stephen <br /> Madsen property. On roll call vote, motion carried unanimously. <br /> <br />Based upon spot checks of Cass County properties and other means of discovery, Mr. Klein said <br />a number of properties do not appear to be assessed at market value. <br /> <br />Keith Jensen, Chaffee, voiced opposition to his property being assessed at $50,000. Mr. Klein <br />said this home has a new basement and has been extensively renovated. He said there are still <br />some inequities in VValburg Township, as well as other parts of the county, and the Commission <br />may need to look at a total reassessment in some areas for 1997. <br /> <br /> <br />
