Commission Minutes--March 4, 1996 1443 <br /> <br />Steve Clute was present and addressed the commission, explaining his four letters concerning <br />MIDA bond financing, which were delivered for each commissioner earlier today. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to delay a decision on the <br /> MIDA bond application for the Fargo-Moorhead YMCA until the first <br /> meeting in April in order to allow individuals on both sides of the issue <br /> to present any new information in writing to the commissioners. On roll <br /> call vote, motion carried unanimously. <br /> <br />11. <br /> <br />FISH AND WILDLIFE SERVICE, Set public hearing on land acu. uisition in Tower Township <br />Stuart Wacker, Realty Field Supervisor of the United States Department of the Interior, Fish and <br />Wildlife Service, was present to request that the Cass County Board of Commissioners schedule <br />a public hearing on their proposed acquisition of 405.56 acres of land in Cass County for a <br />waterfowl production area, the property being described as the west one-half of Section 5 and the <br />east one-half of the northwest quarter of Section 8, Tower Township. An impact analysis is being <br />routed at the present time to Cass County Planning and to the Extension Service, and Mr. Wacker <br />hopes to have those comments back prior to the public hearing. MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to schedule a public <br /> hearing on March 25, 1996, at 8:00 AM in the Community Center, Tower <br /> City, ND on proposed acquisition of 405.56 acres of land in Tower <br /> Township by the U.S. Fish and Wildlife Service for a waterfowl <br /> production area. On roll call vote, motion carried unanimously. <br /> <br />12. <br /> <br />SHERIFF'S DEPARTMENT, Jail/Detention Center hourly employees <br />Sheriff Don Rudnick was present regarding proration of benefits for hourly employees in the jail <br />and juvenile detention center. His department recalculated the FTE (full-time equivalent) for each <br />hourly employee according to the number of hours worked during the last year. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded that the FTE (full-time <br /> equivalents) for hourly employees at the Cass County Jail and <br /> Detention Center be adjusted as recalculated and submitted to the <br /> Commission by letter dated February 12, 1996; said adjustments being <br /> effective with the February pay checks. On roll call vote, motion carried <br /> unanimously. <br /> <br />13. <br /> <br />VALLEY WATER RESCUE, Liability Insurance Coverage <br />Chairman Toussaint received a letter dated February 14, 1996, from Dan Armbrust, Dawson <br />Insurance Agency, stating Valley Water Rescue can be added to the county's liability policy as <br />an additional covered party for an additional $518 per year, however, he said there are several <br />disadvantages to including additional covered parties. If Valley Water Rescue had their own <br />policy, liability would not be shared and there would be no exclusion for cross suits between the <br />two entities, according to Mr. Armbrust's letter. <br /> <br />Sheriff Rudnick recommended providing the liability coverage for Valley Water Rescue because <br />of the valuable service they provide to the county. Commissioners suggested allocating funds <br />in the budget for the liability coverage but suggested that Valley Water Rescue should inquire <br />about obtaining their own policy.
