10. <br /> <br />Commission Minutes--March 4, 1996 1442 <br /> <br />COMMISSION POLICY MANUAL AMENDED, Section 4.00. Advisory_ Boards <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to amend Commission <br /> Policy Manual Section 4.00, Advisory Boards, and appoint Terry <br /> Ziegelmann to the Southeast Human Service Center Regional Council <br /> to fill a vacancy for a term to expire December 31, 1997. On roll call <br /> vote, motion carried unanimously. <br /> <br />MIDA BOND APPLICATION, American Lutheran Homes, Inc. <br />A public hearing was advertised for this date and time on application for MIDA Bond financing <br />submitted by American Lutheran Homes, Inc. (Bethany Homes). Chairman Toussaint opened <br />the public hearing and invited comments from the audience. <br /> <br />Jim Stewart of Arntson & Stewart was present, along with Ray Weisgarber, representing <br />American Lutheran Homes, Inc. Mr. Stewart said the application includes $2.2 million for <br />refunding revenue bonds dated March 1, 1978, and $1.8 million for construction of an addition <br />to the nursing home. <br /> <br />Commissioners asked if the project had to be approved as all or none. Mr. Stewart said it is <br />possible to approve the amount for new construction only because the bank will do the <br />refinancing portion. <br /> <br />Chairman Toussaint asked for any additional comments, and hearing none, closed the public <br />hearing. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to adopt Resolution #1996- <br /> 4 AUTHORIZING THE ISSUANCE OF MUNICIPAL INDUSTRIAL <br /> DEVELOPMENT REVENUE BONDS UNDER CHAPTER 40-67 NDCC for <br /> American Lutheran Homes, Inc. in the amount of $1.8 million for new <br /> construction; and authorize the chairman and the county auditor to <br /> sign said resolution. On roll call vote, motion carried unanimously. <br /> <br />MIDA BOND APPLICATION, Fargo-Moorhead YMCA <br />A public hearing was advertised for this date and time on application for MIDA Bond financing <br />submitted by Fargo-Moorhead YMCA. Chairman Toussaint opened the public hearing and invited <br />comments from the audience. <br /> <br />Present on behalf of the YMCA were Paul Finstad, Executive Director, and Jim Stewart of <br />Arntson & Stewart, as bond counsel. Mr. Stewart said the YMCA is requesting bonds not to <br />exceed $3 million for construction of a new recreational facility and day care center in the area <br />of the West Acres Shopping Center. <br /> <br />Commissioners received a number of telephone calls opposing the financing of this project <br />through the use of MIDA bonds. Concerns were expressed about the YMCA competing with <br />private businesses and that the project will not increase the tax base of the county. Mr. Wieland <br />suggested delaying action for 30 days to allow time to review written information received today <br />from Steve Clute of All American Athletic Club, and any other information that may be <br />forthcoming, as well as determining if this is a legitimate use of MIDA bond financing. <br /> <br /> <br />
