13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />Commission Minutes-February 20, 1996 1439 <br /> <br />VEHICLE MOTOR POOL ESTABLISHED, Appointment of committee <br />County Auditor, Michael Montplaisir, provided information on the mechanical condition of county- <br />owned vehicles which could be used to establish a motor pool. Mr. Ness asked about also <br />transferring social services and state's attorney vehicles to the motor pool, and to add State's <br />Attorney, John Golf, to the proposed committee which will establish procedures and priorities for <br />vehicle use. Mr. Goff said he is willing to participate in the committee but not transfer his <br />department's vehicles until he has more information on the motor pool. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to transfer the balance <br /> of the collision trust fund to the motor pool fund; to allow the motor <br /> pool fund to 'purchase' vehicles from the county sheriff vehicles being <br /> held for resale; to transfer the social service vehicles to the motor pool; <br /> to establish a committee consisting of the chairman of the commission, <br /> the county auditor, county coordinator, director of social services and <br /> the state's attorney to establish procedures and priorities for vehicle <br /> use, along with the appropriate charges for vehicle use; and to direct <br /> the above committee to report back to the county commission the first <br /> meeting in June on the progress of the motor pool. On roll call vote, <br /> motion carried unanimously. <br /> <br />MIDA BOND APPLICATION, Elim Home-Fargo <br />A representative of Elim Home, Chloe Gilge, Business Officer Manager, was present concerning <br />application for MIDA bond funding for the purpose of refinancing the nursing care facility in Fargo. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded to schedule a public <br /> hearing at 3:30 PM on March 18, 1996, on application for MIDA bond <br /> financing submitted by Elim Home-Fargo; and requiring them to <br /> respond favorably to the policy and purpose of the county's MIDA bond <br /> policy. On roll call vote, motion carried unanimously. <br /> <br />COMMISSION CONSENT AGENDA, Committee report <br />Referring to his motion earlier today concerning road department requests, Mr. Eckert asked why <br />the commission does not want to move items from the consent agenda to the regular agenda for <br />discussion. Mrs. Toussaint said apparently no one else thought there was a problem with the <br />road department items. Mr. Eckert said he is disappointed in the lengthy consent agendas. <br /> <br />CORRESPONDENCE, Received and filed MOTION, passed <br /> Mrs. Schneider moved and Mr. Eckert seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> <br />response to recommendations of Cass County Extension Service Task Force, dated February 8, <br />1996, and Executive Summary of an External Assessment of the NDSU Extension Service; <br /> <br />copy of letter to Cass County Sheriff's Department from Clay County Sheriff Larry Costello <br />expressing appreciation for their assistance during a recent hostage situation in Clay County; <br /> <br /> <br />
