Commission Minutes-February 20, 1996 1436 DEPARTMENT HEADS-PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS FEBRUARY 20, 1996 MEETING TO ORDER Chairman Sharon "Pepper" Toussaint called the meeting to order at 3:30 PM with four members present as follows: Don Eckert, Donna Schneider, Bernie Ness and Sharon "Pepper" Toussaint. Alon Wieland was absent. MINUTES APPROVED MOTION, passed Mrs. Schneider moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as written. Motion carried. AGENDA, Order approved MOTION, passed Mr. Ness moved and Mrs. Schneider seconded to remove the request for out-of-state travel for Sheriff's Department D.A.R.E. Training Officer from the agenda because the class was cancelled. Motion carried. MOTION, failed Mr. Eckert moved that Road Department items listed on the consent agenda be moved to the regular agenda for discussion. Motion failed for lack of a second. MOTION, passed Mr. Ness moved and Mrs. Schneider seconded to approve the order of the agenda. Motion carried. PERSONNEL POLICY MANUAL AMENDED, Sections 2.62 and 7.60 MOTION, passed Mrs. Schneider moved and Mr. Ness seconded to amend Personnel Policy Manual Section 2.62, Alcohol and Controlled Substance Testing, to comply with federal mandatory modifications; and to ratify Personnel Overview Committee action of February $, 1996 concerning Section 7.60, Inclement Weather. On roll call vote, motion carried with three members voting "Aye" and Mr. Eckert opposing. SOCIAL SERVICES, Out-of-state travel approved MOTION, passed Mrs. Schneider moved and Mr. Ness seconded to approve out-of-state travel for Social Services employee, Roger Flynn, to attend a care conference at the Gilflllan Center, Bemidji, MN February 7, 1996. On roll call vote, motion carried with three members voting "Aye" and Mr. Eckert opposing.
