10. <br /> <br />11. <br /> <br />12. <br /> <br />Comm. Minutes--December 18, 1995 1417 <br /> <br />One person was present in the audience to speak in opposition to the ordinance. Larry Ornberg, <br />Fargo, feels the ordinance restricts his children's freedom and limits a group of people because <br />of their age. <br /> <br />A number of telephone calls indicated that people generally favor a curfew ordinance. <br /> MOTION, passed <br /> Mr. Wieland moved first reading of an ordinance regulating the <br /> presence and conduct of certain minors on streets and other public <br /> places; defining duties of parents or others in care of certain minors; <br /> providing for procedures and penalties for violations thereof. Mr. <br /> Eckert seconded the motion. On roll call vote, motion carried <br /> unanimously. <br /> <br />SHERIFF'S DEPARTMENT, Purchase order for radio modems <br />Captain Glenn Ellingsberg, Sheriff's Department, was present regarding a written request for eight <br />radio modems for the rural patrol vehicles at a cost of $3,000 per unit. Mr. Ness discussed the <br />request with Mr. Ellingsberg prior to today's meeting and suggested purchasing two initially and <br />purchasing the remaining six after determining the radios work from the distances required. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to allow the Cass County <br /> Sheriff's Department to order two (2) radio modems from Motorola at <br /> a total cost of $6,000; and transfer the remaining funds for the other six <br /> modems to the 1996 Sheriff's Department budget. On roll call vote, <br /> motion carried unanimously. <br /> <br />WORK PLAN REPORT <br />Commissioners reported on work plans submitted by their departments and referred them to <br />County Coordinator Bonnie Johnson. <br /> <br />COMMISSION POLICY MANUAL, Amend ~ection 4.00 (Advisory_ Boards) and 14.01 (Road <br />Advisory Committee) <br />Social Services Board membership was discussed at a meeting of that group earlier today, and <br />a recommendation was made to change the two advisory positions to be voting members. <br /> MOTION, passed <br /> Mr. Eckert moved and Mrs. Schneider seconded to amend Commission <br /> Policy Manual Section 4.00 (Advisory Boards) and 14.01 (County <br /> Standing Committees) as follows; with appointments of James Kappel <br /> and Brian Hagen as Social Services voting members rather than <br /> advisory members. On roll call vote, motion carried unanimously. <br /> <br />Social Services Board <br />James G.
