Commission Minutes-December 4, 1995 1413 <br /> <br />10. <br /> <br />PERMIT FOR SPECIAL EVENT, Doublewood Lounge MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to approve special <br /> alcohol permit for Doublewood Lounge, Inc. for West Fargo Chamber <br /> of Commerce event to be held December 7, 1995 at Bonanzaville, West <br /> Fargo, ND. On roll call vote, motion carried unanimously. <br /> <br />11. <br /> <br />STATE'S ATTORNEY OFFICE, Law Explorer Program reviewed <br />Alan Dohrmann, Assistant State's Attorney, was present for a six-month update on the Explorer <br />Post #257 sponsored by the Cass County State's Attorney's Office. The program serves about <br />16 high school aged students, with five adult members; Mr. Dohrmann serving as Post Advisor. <br />Commissioners received a printed report highlighting membership, county personnel and <br />resources, mission statement, program highlights and future plans. Mr. Dohrmann will provide <br />another update to the commission next May, he said. <br /> <br />12. <br /> <br />CHILD SUPPORT ENFORCEMENT, Budget adjustment for unreimbursed public assistance <br />Kathleen Ziegelmann, Director of the Southeast Regional Child Support Enforcement Unit <br />(RCSEU), reported on a meeting held December 1, 1995 in the Cass County Government Annex <br />regarding calculation of unreimbursed public assistance. She provided a memorandum dated <br />December 1, 1995, explaining the issues discussed at that meeting. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to amend the 1996 budget <br /> of the Southeast Regional Child Support Enforcement Unit as follows: <br /> 1) increase temporary salaries from $0 to $30,000 for the purpose of <br /> permitting the RCSEU to hire a temporary employee to calculate <br /> retroactive unreimbursed public assistance on approximately 1,200 <br /> cases; 2) increase the child support reimbursement total by $30,000 to <br /> reflect federal, state and county reimbursements for the temporary <br /> salaries; 3) increase the Cass County Social Service budget by Cass <br /> County's share of the temporary unreimbursed public assistance <br /> worker salary, or $3,825; and 4) that this motion is subject to receiving <br /> a letter from the Department of Human Services confirming their intent <br /> to bear the full costs of case conversion, including a definition of those <br /> responsibilities they will undertake. On roll call vote, motion carried <br /> unanimously. <br /> <br />13. <br /> <br />WORKER'S COMPENSATION COVERAGE, Resolution #1995-23 adopted <br />Additional information was received December 1, 1995 regarding the North Dakota Association <br />of Counties proposal for a state-wide Worker's Compensation pool. A resolution and joint powers <br />agreement were provided for consideration at today's meeting. Cass County's 1996 projected <br />savings is estimated at $22,540.36, based on all counties participating in the program. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve the North <br /> Dakota Association of Counties Worker's Compensation Joint Powers <br /> Agreement.
