Mr. Wieland said $10,000 <br />will not be accepted as payment for 1996 dues and, therefore, Cass <br />County would not be considered a member of the association. He feels <br />Cass County needs to be a part of the group and that any changes have <br />to come from within the association. He suggested removing $1,000 in <br />dues to NDCAT (North Dakota Cooperative for Automation and <br />Technology), thus paying $17,500 for 1996. Mrs. Schneider agreed that <br />working from within the organization is the way to make a change in the <br />dues structure, however, she does not support the $1,000 to NDCAT. <br />AMENDED MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to amend the motion <br />to approve funding North Dakota Association of Counties dues at <br />$17,600 for 1996. On roll call vote, the motion carried with Mrs. <br />Schneider, Mr. Wieland and Mr. Eckert voting "Aye;" Mrs. Toussaint and <br />Mr. Ness opposing. At the call for the question and upon roll call vote, <br />the main motion was approved as amended with Mr. Wieland, Mr. <br />Eckert and Mrs. Schneider voting "Aye;" Mrs. Toussaint and Mr. Ness <br />opposing. <br /> <br />SENIOR CITIZENS, Mill levy approved as for 1995 with stipulations <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve funding <br /> for senior citizens at the same mill levy as for 1996 providing they agree <br /> not to use their bus for transportation outside of Cass and Clay <br /> Counties. On roll call vote, motion carried unanimously. <br /> <br />RESERVE FUND, Lowered MOTION, passed <br /> Mrs. Schneider moved and Mrs. Toussaint seconded to decrease the <br /> reserve fund by $25,000. On roll call vote, motion carried with four <br /> members voting "Aye" and Mr. Eckert opposing. <br /> <br />EXTENSION SERVICE, Approved at 1995 _oro_iected level MOTION, amended <br /> Mrs. Toussaint moved and Mr. Eckert seconded to budget Cass County <br /> Extension Services for 1996 at the same level as 1996 in light of <br /> reductions to other county offices. Discussion: Mr. Montplaisir said the <br /> Extension Service budget for 1995 is $250,000 and they expect to <br /> spend $226,000. Their 1996 budget request is $242,000. <br /> AMENDED MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to amend the <br /> motion to budget Cass County Extension Services for 1996 at $226,726, <br /> which is the same level as projected for spending in 1996. At the call <br /> for the question and upon roll call vote, the motion carried with Mr. <br /> Ness, Mrs. Schneider and Mrs. Toussaint voting "Aye;" Mr. Wieland and <br /> Mr. Eckert opposing. <br /> <br /> <br />
