At the September 6, 1995, Commission meeting, Mrs. Toussaint <br />said John Kramer referred to the contract as a "working document." <br />At the call for the question and on roll call vote, the motion carried with <br />Mr. Ness, Mrs. Schneider and Mrs. Toussaint voting "Aye"; Mr. Wieland <br />and Mr. Eckert opposing. <br /> <br />SOCIAL SERVICE SPONSORSHIPS MOTION, failed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve Social <br /> Service sponsorships to outside agencies in the amount of $80,000. <br /> Discussion: Mr. Wieland said sponsorships were approved at $90,000 <br /> in the Social Services budget meeting. Mrs. Toussaint said she did talk <br /> to Social Services Director Kathy Hogan about approving sponsorships <br /> at $80,000 and she would be agreeable with that figure. At the call for <br /> the question and on roll call vote, the motion failed with Mr. Ness and <br /> Mrs. Toussaint voting "Aye;" Mr. Eckert, Mrs. Schneider and Mr. <br /> Wieland opposing. <br /> <br />WATER RESOURCE, ~outheast Cass fundinq approved at 3 mills <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to approve <br /> funding for Southeast Cass Water Resource District at 3 mills. <br /> Discussion: Mr. Wieland believes reducing the mill levy by one mill will <br /> delay implementation of the proposed Maple River dam project, and Mr. <br /> Eckert was in agreement. Mrs. Toussaint asked how long the levy has <br /> been at 4 mills, and County Auditor Michael Montplaisir responded that <br /> 4 mills have been levied for three years, although money has been set <br /> aside for the Maple River dam for more years than that. Mr. Ness said <br /> the county CAFR (Comprehensive Annual Financial Report) each of the <br /> past few years has disclosed the large amount of reserves held by the <br /> Southeast Cass Water Resource District. At the call for the question <br /> and on roll call vote, the motion carried with Mr. Ness, Mrs. Schneider <br /> and Mrs. Toussaint voting "Aye;" Mr. Wieland and Mr. Eckert opposing. <br /> <br />NORTH DAKOTA ASSOCIATION OF COUNTIES, NDCAT dues reduced <br /> MOTION, amended <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to approve North <br /> Dakota Association of Counties (NDACo) dues at $10,000 for 1996. <br /> Discussion: Commissioners Toussaint and Ness attended meetings in <br /> Bismarck, as Cass County representatives, to discuss dues structure <br /> of the North Dakota Association of Counties; and Mrs. Toussaint <br /> believes the concems of larger counties were ignored. In a suggested <br /> <br />budget cut to fellow commissioners, Mr. Ness recommended <br />eliminating all dues to NDACo in light of the fact that a dues structure <br /> <br />formula proposed by Claus Lembke, Burleigh County, was rejected. <br />However, he would support the motion to pay $10,000 as 1996 dues. <br />Mr. Eckert said the association has been credited with getting things <br /> <br /> <br />
