Minutes--September 5, 1995 138;~ <br /> <br />STATE'S ATTORNEY, Out-of-state travel ap_proved MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to approve out-of-state <br /> travel for Connie Cleveland, Assistant State's Attorney, to attend the National <br /> Conference on Domestic Violence in San Francisco on October 8-11, 1995. <br /> On roll call vote, motion carried unanimously. <br /> <br />PERMIT FOR SITE AUTHORIZATION, National Multi.Die Sclerosis Society_ <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to grant site authorization <br /> permit for National Multiple Sclerosis Society-Dakota Chapter to conduct <br /> games of chance under license issued by North Dakota Attomey General's <br /> Office for the period of September 5, 1995 through June 30, 1996 at the Wild <br /> Rice Bar & Grill, Wild Rice, ND; this being in place of Veterans Club, Inc, which <br /> has relinquished their gaming rights at this site. On roll call vote, motion <br /> carried unanimously. <br /> <br />FARGO CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION, Contract discussed <br />Mrs. Toussaint expressed concern that item #4 is not being met in the agreement between Cass <br />County Government and Fargo Cass County Economic Development Corporation (FCCEDC) <br />dated December 7, 1992. She said private sector donations are not matching county taxpayer <br />dollars in the no-risk Ioar~ fund, therefore, the loan pool is not growing as fast as it should be. <br />Taxpayer dollars are being spent but private sector dollars are not being committed, she said. <br />Mr. Ness said Cass County has contributed $1.5 million in tax revenues and FCCEDC has <br />committed $150,000 so far. <br /> <br />John Kramer, President of Fargo Cass County Economic Development Corporation, was present, <br />as well as several FCCEDC board members. Mr. Kramer said the economic development <br />corporation treated this agreement as a working document and tried to commit to the loan pool <br />with the idea that they would do the best they could to raise private funds. He said Cass County <br />did not meet their commitment last year when they made a $50,000 reduction in the 1.3 mill levy <br />for administration. FCCEDC's job commitment goal will be met, according to Mr. Kramer. <br /> <br />Mr. Eckert asked about loan repayment, and Mr. Kramer said two of the companies have been <br />repaying their loan over the past year. However, on a five and ten-year repayment plan, Mrs. <br />Toussaint noted that the loan pool will be depleted and no money is coming in from the private <br />sector. Mr. Ness said corporate welfare is frustrating to the majority of taxpayers when the public <br />sector has made a commitment but the private sector has not contributed their share. <br /> <br />BRIDGE REPLACEMENT/CULVERT INSTALLATION, Maple River Township <br />Information was received from County Engineer Keith Berndt regarding a requested crossing of <br />Drain #39 in Maple River Township. Landowners present and addressing the board were Eugene <br />Piper and Art Ratchenski. Also present was David Piper, Chairman of the Maple River Township <br />Board, and he read a letter which he wrote on August 22, 1995 to the County Engineer supporting <br />the landowner request to install the proposed culvert crossing. He said the township believes <br />the county should have kept the two bridges at this location in good repair over the past 25 years. <br /> <br />Mr. Bemdt said the proposed culvert would provide a more convenient field access for the <br />landowner, however, it would not provide a through road for use by the general public.
