Minutes--July 17, 1995 ]368 <br /> <br />letter from North Dakota Division of Emergency Management <br />expressing appreciation and commending Glenn Ellingsberg, Cass <br />County Emergency Manager, for attending and providing expertise <br />at the 1995 North Dakota Boys State Emergency Management <br />activity; <br /> <br />County Engineer update dated June 21, 1995 on negotiations <br />concerning Horace bridge contract termination, summary of weed <br />control activities dated July 12, 1995, and report on Low Volume <br />Roads conference which he recently attended; <br /> <br />response from North Dakota State Board of Accountancy, dated <br />June 23, 1995, regarding Marcia Kemmer; <br /> <br />- City of Fargo Customs Activity quarterly report. <br /> <br />letter from Fargo Cass County Economic Development Corporation <br />dated June 27, 1995, regarding their Board of Directors position <br />on the county mill levy if the City of Fargo 1/4 cent sales tax <br />issue is approved by the voters at special election on August 8, <br />1995; <br /> <br />letter from Roger Larson dated June 27, 1995, requesting <br />reappointment to Housing Authority of Cass County even though he <br />meets the county's term limitation policy; <br /> <br />letter from David Habiger dated July 11, 1995, regarding tax <br />assessment on Section 19, Amenia Township. <br /> <br />Concerning the letter from North Dakota State Board of Accountancy <br />regarding Marcia Kemmer, Mrs. Toussaint asked if Commissioner Eckert <br />and State's Attorney John Goff did give Marcia Kemmer permission to <br />take records from the Courthouse at the time she left Cass County <br />Government employment. Mr. Eckert said he gave his approval to Ms. <br />Kemmer on the advice of the State's Attorney. <br /> <br />Mr. Goff said he talked with Ms. Kemmer about keeping a work product <br />of hers that was prospective in nature. He said the documents <br />returned to the county, via himself, were not what had been <br />represented to him to be the missing documents. <br /> <br />As a county department head, Mr. Montplaisir expressed concern that <br />a commissioner and state's attorney would give employees authorization <br />to take any records without first talking to the respective department <br />head about those documents. <br /> <br /> <br />
