Comm. Minutes--July 17, 1995 1366 <br /> <br />20. <br /> <br />effective July 1, 1995. Mr. Ness asked that language be included now <br />whereby Mr. Cogdill will continue to supervise the position after the <br />pilot project ends. Mr. Cogdill anticipates that he will continue as <br />a District Director after the pilot project, and he will add this <br />language to the proposal. <br /> <br />Mr. Ness also asked if the letter of hire for this position will state <br />specifically that this is a grant-funded position, and Mr. Cogdill <br />said that would be standard procedure for positions with this type of <br />funding. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded that the <br /> Parenting Resource Program/Coordinator be approved and its <br /> implementation proceed according to the guidelines <br /> developed. Further, that the Cass County Extension Service <br /> budget be amended to reflect ~52,500 revenue ($46,000 in <br /> revenue from Region V Children's Service Committee, ~4,000 <br /> from OJJDP (Office of Juvenile Justice Delinquency <br /> Prevention) and $2,500 from CTFND (Children's Trust Fund of <br /> North Dakota)) and an expenditure budget of ~51,700 (as set <br /> forth in the budget submitted). The project is authorized <br /> until June 30, 1996. On roll call vote, motion carried <br /> unanimously. <br /> <br />CHILD SUPPORT ENFORCEMENT, Staff requisition request approved <br />Correspondence was received and Kathleen Ziegelmann, Director of the <br />Regional Child Support Enforcement Unit (RCSEU), was present to <br />request permission to hire a full-time, temporary case analyst during <br />the period of time when Theresa Olson, Case Analyst, is on unpaid <br />leave of absence. The position is now temporarily filled by a former <br />employee, Renee Lerfald, who works with Kelly Temporary Services. <br />Mrs. Toussaint asked about Ms. Lerfald's hours, and Ms. Ziegelmann <br />said she only plans to work in RCSEU until the end of this month. <br /> <br />In a letter to Ms. Ziegelmann dated June 15, 1995, Mr. Ness suggested <br />paying overtime for existing staff because he is concerned about the <br />amount of time it will take to train a temporary employee who will <br />only be working a five-month period of time. Ms. Olson is expected <br />to return to work on January 1, 1996. Ms. Ziegelmann said existing <br />staff do not want to work that much overtime because of family <br />commitments. Mrs. Schneider supports the request since there is money <br />in the budget from the salary that would have been paid to Ms. Olson, <br />and she believes Ms. Ziegelmann knows the best approach to this <br />situation as director of the department. MOTION, passed <br /> Mr. Eckert moved and Mrs. Schneider seconded to approve the <br /> request of Kathleen M. Ziegelmann, Director of the <br /> Southeast Regional Child Support Enforcement Unit, to hire <br /> a full-time/temporary case analyst during the period of <br /> <br /> <br />
