Minutes--July 17, 1995 1364 <br /> <br />16. <br /> <br />17. <br /> <br />Two petitions were received from a majority of the homeowners, one <br />stating they have reviewed and approved the plan to complete the <br />improvements, and the other requesting the costs of the improvements <br />to be assessed against their property equally per home within the <br />subdivisions and that the assessments be spread over a 15-year period. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to adopt <br /> Resolution #1995-13 accepting bid, showing receipt of <br /> engineer's statement of estimated cost and directing <br /> execution of contract for Borderud's Subdivision street <br /> improvement district #95-1; the low bid being that of <br /> Border States Paving in the amount of $72,934.70. On roll <br /> call vote, motion carried unanimously. <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT, P~blio hearin~ for elevator <br />addition to Head Start buildin~ <br />Tracey Anderson, Lake Agassiz Regional Council, was present to answer <br />any questions concerning Community Development Block Grant (CDBG) <br />project dealing with the elevator addition to the Head Start building <br />located at 57 llth Avenue North in Fargo. Chairman Ness opened the <br />public hearing and invited comments. Hearing none, the public hearing <br />was closed. Ms. Anderson said no formal action is required today. <br /> <br />RESOLUTION #1995-14, SuPerintendent of Schools Position eliminated <br />A letter was received from County Auditor Michael Montplaisir formally <br />notifying the board of the resignation of Leon Johnson as Cass County <br />Superintendent of Schools effective August 1, 1995. <br /> <br />County Coordinator Bonnie Johnson said the State Legislature, in their <br />last session, gave counties the option of eliminating this position. <br />Cass County would be the first county in the State of North Dakota to <br />take such action if approved today. In his letter, Mr. Montplaisir <br />recommends that the Cass County Commission eliminate this position, <br />and he outlined the procedure to be followed. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to approve <br /> Resolution #1995-14 and to forward the resolution to the <br /> presidents of the school boards whose districts include <br /> land in Cass County; and upon approval from the various <br /> school board presidents, file the resolution with the North <br /> Dakota Legislative Council. Discussion: Mr. Eckert <br /> suggested obtaining approval from the two or three outlying <br /> school districts which have some land in Cass County. Mrs. <br /> Johnson said Cass County has responsibility for nine school <br /> districts which are located within Cass County's <br /> boundaries. Since the County Auditor has already received <br /> approval from eight of the nine school districts contacted, <br /> the State's Attorney said a majority have already approved <br /> the action. At the call for the question and on roll call <br /> vote, motion carried unanimously. <br /> <br /> <br />
