TREASURER, Authorized to invest uncommitted funds <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded to authorize the County <br />Treasurer to invest uncommitted funds. On roll call vote, the motion <br />carried unanimously. <br /> <br />7. CONTRACT APPROVAL, 4-H Outdoor Skills lease: Dakota Electric Construction <br />Company: North Dakota Department of Transportation: Discovery Benefits, Inc. <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chairman to sign: On roll call vote, <br />the motion carried unanimously. <br /> <br />4-H Outdoor Skills--Iease of flood property in Addison Township; <br />Dakota Electric Construction Company--electrical construction work for Cass County <br />jail expansion; <br />North Dakota Department of Transportation--memorandum of agreement for County <br />Road 7 bridge replacement outlining procedures to be implemented in accordance <br />with the National Historic Preservation Act prior to destroying the existing structure; <br />Discovery Benefits, Inc.--flexible benefits program administration. <br /> <br />8. COURTHOUSE SECURITY, Buildina sianaae and restricted items <br />The board discussed courthouse and annex security issues, including a list of items that are <br />now restricted from being brought through security screening and the hours that doors to <br />the buildings will be open. The changes are being made by the Cass County sheriff's office <br />in response to a recommendation made by Bonnie Johnson, County Coordinator, during the <br />budget process to transfer security duties to law enforcement effective January 1, 2006. <br /> <br />A list of the restricted items was included in a letter from Sheriff Don Rudnick to Mr. Vanyo, <br />portfolio commissioner, dated December 27,2005. Glenn Ellingsberg, Jail Administrator, <br />was present today for the discussion, as well as two jail staff members. He said the sheriff's <br />department decided that the jail's court/transport officers would be responsible for security <br />checkpoint duties, and a number of them attended Court and Courthouse Security Training <br />sponsored by the United States Marshall's Service. Other members of the court/transport <br />division attended similar training held by private contractors and funded by the United <br />States Department of Justice, according to Sheriff Rudnick's letter. <br /> <br />Mr. Vanyo suggested the commission be given an opportunity to provide input on restricted <br />items. He said there is concern about not allowing strollers in the courthouse, which affects <br />visitors who bring infants in child protective carriers to various county departments. Strollers <br />are not restricted at the annex. Mr. Wagner is concerned about striking a balance between <br />the safety of employees and visitors in county buildings and the need to be accessible to the <br />public. Mrs. Sorum said she supports the motion as prepared by the sheriff. <br /> <br />Kathy Ziegelmann, Regional Child Support Enforcement Director, was present and said a <br />number of her department's clients bring young children and babies to the courthouse in <br />strollers and infant carriers. Mr. Ellingsberg said he will discuss the restriction further with <br />Mrs. Ziegelmann and report back to the board on how it will be handled. <br />
