DiSCussion: Mr. Eckert suggested
limiting the study to one year's time, and Mr. Ness
suggested that the study committee should determine the
time-line and report it to the commission. On roll call
vote, motion carried unanimously. Mr. Ness will talk to
each commissioner to get a consensus of how to put the
committee together.

EXTENSION SERVICE UPDATE
Sharon Anderson, Director of NDSU Extension Service and University
Outreach, along with Brad Cogdill and Duane Hauck, were present to
address first response to the Cass County Extension Task Force
Report. Copies of a report entitled 'Response to Recommendations,
Cass County Extension Task Force Report' were provided to each
commissioner.

Mrs. Toussaint asked about the recommendation that the
horticulturist position be funded as an area specialist and whether
Clay County has been approached about sharing in the cost. Ms.
Anderson said NDSU Extension prefers to have the horticulturist
remain a county appointment because of the horticulturist's work in
urban areas of the county. She said initial efforts to involve
Clay County in funding the position, since residents from Clay
County also use the services, have not been positive. Ms. Anderson
would like to work with the Board of Commissioners in Cass and Clay
Counties regarding this item.

In closing, Ms. Anderson said NDSU Extension Service is willing to
provide further response in another year's time if that is the
board's wishes, and everyone was in agreement.

Mr. Cogdill asked for any comments from commissioners concerning an
update which he mailed last week relative to expanding the
educational efforts targeting high risk factor families. Hearing
none, he will proceed as planned so far.

FLOOD PROTECTION PROJECT 221-DF93-H, Lake Aaassiz Regional Council
Mark Sovig, Lake Agassiz Regional Council, presented a request for
amendment, dated June 8, 1995, on flood protection project 221-
DF93-H (Robert and Kathy Peterson relocation). The amendment
contains revisions made by the County Commission at the regular
meeting of May 15, 1995.

Mrs. Toussaint asked about future building on this property and if
there is any direct cost to Cass County Government on said project.
Mr. Sovig said no buildings may be constructed on this property in
the future, and he gave a copy of the restrictive covenants to Cass
