Minutes--June 19, 1995 1354 <br /> <br />17. <br /> <br />Jim Hahn, representing the Chaffee Economic Development <br />Corporation, spoke in favor of the tax exemption since the business <br />will be located in the former Chaffee school building, which is <br />owned by the local economic development corporation. He also <br />requested a waiver of the $7.50 per hour minimum salary because <br />most of the jobs will be second incomes for people in the Chaffee <br />area. Also, he favors the exemption because the building has not <br />been taxed in the past since it was used as a school. <br /> <br />Mr. Ness asked for comments from anyone wanting to speak against <br />the proposed tax exemption. Hearing none, the public hearing was <br />closed. <br /> <br />Mr. Eckert was concerned about the minimum salary requirement of <br />$7.50 per hour since a number of the employees would be part-time <br />and temporary workers. Mrs. Toussaint said $7.50 per hour is the <br />minimum requirement so that people do not qualify for public <br />assistance. <br /> <br />Because this application was filed on May 17, 1995, and the County <br />Commission adopted policy on June 5th, Mrs. Schneider asked about <br />the process to be followed. Mr. Ness said the tax incentive policy <br />was followed on the last tax exemption policy even though the <br />policy was not formalized by the Commission until June 5th. He <br />said a copy of the policy was forwarded to Fargo-Cass County <br />Economic Development, and they supported the policy as adopted. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mrs. Schneider seconded to deny <br /> a new business tax exemption for David Welken, d/b/a Mr. <br /> Spindle, Inc. Discussion: Mr. Wieland said the general <br /> tax would only be ~200 per year so this is not a large <br /> amount of money, but the annual payroll would be <br /> important to the Chaffee area. Mrs. Toussaint was <br /> concerned about not following policy if the commission <br /> waives the salary and health insurance requirement. At <br /> the call for the question and on roll call vote, the <br /> motion carried with three members voting 'Aye', Wieland <br /> and Mr. Eckert opposing. <br /> <br />RESOLUTION #1995-10, P~blic h~aring held~ tax exemption on new home <br />construction <br />A public hearing was held on granting approval of a two-year tax <br />exemption for new homes under construction between January 1, 1995 <br />and December 31, 1995. The County Commission has been requested to <br />consider the exemption because a number of cities in the county <br />have granted such exemptions under Section 57-02-08 of the North <br />Dakota Century Code. Chairman Ness invited comments in favor of <br />the tax exemption. <br /> <br /> <br />
