Comm. Minutes--June 5, 1995 1343

Equalization of cities--Mr. Klein recommended individual increases on
residential lots and structures in cities which are assessed below the
State Board of Equalization requirement of 95%-105% of the sale prices.
The proposed increases will bring these assessments into the lower end
of the State's range, and he sent notice to the cities but did not
receive a response from any of them. Mr. Ness asked for comments from
the audience, but none were received at this time. MOTION, passed
Upon recommendation of the County Director of Equalization,
Mr. Wieland moved and Mrs. Toussaint seconded that the
residential lot and structure values be increased in the
cities as follows: 3% in Gardner; 4% in Amenia and Hunter; 5%
in Argusville and Tower City; 6% in Horace, Harwood, Prairie
Rose and Casselton (structure only); 8% in Kindred, Arthur,
Grandin and Mapleton; 9% in Page, Buffalo and Leonard; 10% in
Oxbow; and 20% in Ayr. On roll call vote, motion carried
unanimously.

David Peterson said he was unable to meet with the City of Fargo Board
of Equalization and was present today to protest the assessments on
Lots 1, 10, 13, 15, 16, 17 and 18, Block 2, Kirkham's Addition in the
City of Fargo. He feels this is a depressed rental area and the taxes
should be lowered. He is currently working with the Fargo Assessor's
Office, and the County Board encouraged him to continue working with the
City of Fargo.

Guy Howie appeared regarding the tax on his property described as the
east one-half of Lot 1, Block 4, West Park 2nd Addition, in the City of
Fargo. He is looking for some relief on the property taxes because he
is a new business owner and would like some consideration until the
business is established. The County Board encouraged Mr. Howie to
contact the Fargo Assessor's Office concerning possible options.

Equalization of townships--Mr. Klein recommended increasing the
residential lot and structure values in a number of townships based upon
the past year's sales and assessments. He sent notices to the townships
and did not receive a response from any of them. Mr. Ness asked for
comments from the audience, but none were received at this time.
MOTION, passed
Upon recommendation of the Director of Equalization, Mrs.
Toussaint moved and Mrs. Schneider seconded that the
residential lot and structure values be increased in the
townships as follows: 4% in Arthur, Bell and Lake; 5% in
Cornell, Dows, Gill, Gunkle and Reed; 6% in Harwood, Maple
River and Pontiac; 7% in Hill and Howes; 8% in Erie; 9% in
Berlin, Casselton, Durbin, Everest and Stanley; 15% in Ayr,
Eldred, Kinyon and Walburg; and 20% in Tower.
