Minutes--April 3, 1995 1317 <br /> <br />17. <br /> <br />18. <br /> <br />proceeded with the advertisement and the telephone survey according <br />to a proposal from Precision Marketing, which he also attached to the <br />March 21st memorandum. <br /> <br />Commissioners also received a memorandum from the County Engineer <br />dated March 23, 1995, indicating it would be premature to attempt to <br />set up a special assessment district for the County Road 15 asphalt <br />surfacing project, as discussed at the March 20, 1995, Road Advisory <br />Committee meeting. Mr. Nipstad said he sees no reason to proceed with <br />the special assessment ordinance so quickly since it won't be used for <br />the County Road 15 project. <br /> <br />Mr. Wieland supports the concept of special assessments to help fund <br />county road projects because it would provide some flexibility to <br />extend the dollars generated from the twenty year, 10-mill levy. <br />Because there has been criticism about urban people paying 70-80% of <br />the cost of improvements in the rural areas now, he believes county <br />voters would not pass another road levy. <br /> <br />In answer to criticism today that the draft ordinance is too vague, <br />making it too specific would take away the flexibility on a project- <br />by-project basis, Mr. Wieland said. <br /> <br />A suggestion was made to delay second reading of the ordinance until <br />the May 1st meeting. If the second reading is deferred, Mr. Berndt <br />will prepare another legal advertisement publishing the new date. <br />Telephone survey results should be ready by the end of next week, <br />according to Mr. Berndt. Mr. Eckert said more information should be <br />available to the public before the second reading of the ordinance. <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to consider <br /> the April 3, 1995, Commission meeting as first reading of <br /> the ordinance to implement special assessment authority for <br /> infrastructure improvements; and to schedule second reading <br /> and proposed adoption of the ordinance at the May 1, 1995, <br /> Commission meeting. Discussion: Mr. Eckert asked about <br /> scheduling adoption of the ordinance at a time other than <br /> the second reading, and Mr. Ness said the Commission can <br /> make that decision at the May 1st meeting. On roll call <br /> vote, motion carried unanimously. <br /> <br />VOUCHERS, ApProved MOTION, passed <br /> Mr. Eckert moved and Mr. wieland seconded to <br /> Voucher No. 73,438 through Voucher No. 74,534. <br /> call vote, motion carried unanimously. <br /> <br />approve <br />On roll <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, Committee reports <br />In light of Commissioner Toussaint's recent resignation as chair and <br />council member of the Fargo-Moorhead Metropolitan Council of <br />Governments (COG), Mr. Ness asked the County Engineer to review Cass <br />County's participation in COG. He also asked County Coordinator <br />Bonnie Johnson to request the State's Attorney to provide a full <br />report at the April 17, 1995, Commission meeting of the legal <br />ramifications of Cass County remaining in the Metropolitan Council of <br />Governments because of a recent investigation into alleged misconduct <br />on the part of the Executive Director. <br /> <br /> <br />
