On roll call <br /> vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT/VECTOR CONTROL, Purchase orders for equipment <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to authorize <br /> chairman to sign purchase orders for Road Department pick- <br /> up from Stan Puklich Chevrolet in the amount of $21,333 and <br /> for Vector Control ULV Machine in the amount of $7,200 and <br /> for Arro-Gun Adaptor in the amount of $2,800 from Cornbelt <br /> Chemical Company. On roll call vote, motion carried <br /> unanimously. <br /> <br />SPECIAL ASSESSMENT ORDINANCE, First reading <br />County Engineer Keith Berndt prepared a memorandum to the Commission <br />dated March 24, 1995, and a draft ordinance pertaining to special <br />assessments to help fund county highway improvements. The first <br />reading of the ordinance was scheduled for this date, and Mr. Berndt <br />requested second reading and adoption of the ordinance at the April <br />17, 1995, Cass County Commission meeting. He said the draft ordinance <br />was reviewed by State's Attorney John Goff, who concurred with it. <br /> <br />About a dozen people were present in the audience and those addressing <br />the Commission to oppose special assessments and to ask questions <br />about the proposed ordinance were John Kunert, John Kunert, Sr., Irene <br />Olson, Jerome Nipstad, James Lee, Warren Solberg and Ken McIntyre. <br />Mr. Nipstad was present representing the Cass County Township <br />Officer's Association and said they went on record opposing special <br />assessments; however, if it does go through, they believe the only <br />fair way is to have a county-wide assessment. <br /> <br />Commissioner Eckert said rural residents felt there was a lack of <br />information prior to being called for a telephone survey about special <br />assessments. Mr. Eckert also expressed concerns about the ordinance <br />and asked Mr. Berndt who gave him authorization to conduct the <br />telephone survey and to place an advertisement in the newspaper. <br /> <br />Mr. Berndt said he received concurrence from his portfolio <br />commissioner and sent a memorandum to all commissioners dated March <br />21, 1995, asking for their input and to notify him if they had any <br />objections or comments.
