ROAD DEPARTMENT, Bridge replacement in Normanna Township MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to authorize chairman to sign resolution directing North Dakota Department of Transportation to proceed with contract award to Dakota Bridge Builders in the amount of $366,699.38 for bridge replacement in Normanna Township. On roll call vote, motion carried unanimously. ROAD DEPARTMENT/VECTOR CONTROL, Purchase orders for equipment MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to authorize chairman to sign purchase orders for Road Department pick- up from Stan Puklich Chevrolet in the amount of $21,333 and for Vector Control ULV Machine in the amount of $7,200 and for Arro-Gun Adaptor in the amount of $2,800 from Cornbelt Chemical Company. On roll call vote, motion carried unanimously. SPECIAL ASSESSMENT ORDINANCE, First reading County Engineer Keith Berndt prepared a memorandum to the Commission dated March 24, 1995, and a draft ordinance pertaining to special assessments to help fund county highway improvements. The first reading of the ordinance was scheduled for this date, and Mr. Berndt requested second reading and adoption of the ordinance at the April 17, 1995, Cass County Commission meeting. He said the draft ordinance was reviewed by State's Attorney John Goff, who concurred with it. About a dozen people were present in the audience and those addressing the Commission to oppose special assessments and to ask questions about the proposed ordinance were John Kunert, John Kunert, Sr., Irene Olson, Jerome Nipstad, James Lee, Warren Solberg and Ken McIntyre. Mr. Nipstad was present representing the Cass County Township Officer's Association and said they went on record opposing special assessments; however, if it does go through, they believe the only fair way is to have a county-wide assessment. Commissioner Eckert said rural residents felt there was a lack of information prior to being called for a telephone survey about special assessments. Mr. Eckert also expressed concerns about the ordinance and asked Mr. Berndt who gave him authorization to conduct the telephone survey and to place an advertisement in the newspaper. Mr. Berndt said he received concurrence from his portfolio commissioner and sent a memorandum to all commissioners dated March 21, 1995, asking for their input and to notify him if they had any objections or comments.
