14. <br /> <br />15. <br /> <br />16. <br /> <br />Comm. Minutes--March 6, 1995 1307 <br /> <br />MOTION, passed <br />Mr. Wieland moved and MrS. Schneider seconded to allow <br />District Court to use the office in the courthouse formerly <br />occupied by a Cass County probation officer for public <br />defenders until such time that the overall plan is adopted. <br />On roll call vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Vehicle replacement purchases, purchase order <br />authorized <br />Mr. Eckert asked if the county has a policy which requires state bids <br />for purchase of vehicles. Mr. Ness said the county tries to purchase <br />vehicles through state bids as much as possible because of the savings <br />to the county. <br /> <br />Mr. Eckert suggested the county look at other bids in addition to <br />state bids. County Engineer Keith Berndt said last year he conducted <br />his own bid opening and said state bids were substantially lower than <br />local bids. Mr. Montplaisir said manufacturers give dealers a $200 <br />discount per vehicle under state bids. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to authorize <br /> issuance of purchase order to Rydell Chevrolet for purchase <br /> of one compact two wheel drive extended cab pickup for <br /> ~12,859 and one four wheel drive minivan for ~17,184. On <br /> roll call vote, motion carried unanimously. <br /> <br />VOUCHERS, Approved <br />Mr. wieland reviewed the bills this month and questioned if certain <br />types of bills (i.e. witness fees, bail bond payments) could be listed <br />in sequence. County Auditor Michael Montplaisir said with the current <br />system this is not possible; however, he is looking at this option for <br />the new accounting system. <br /> <br />Mr. Ness recommends withholding payment on Voucher No. 72,441 for <br />North Dakota Weed Association dues. He sent the association a letter <br />last year and did not have his questions answered. <br /> <br />Mrs. Toussaint recommends withholding payment on Voucher No. 72,565 <br />for bomb squad trailer. She requested an explanation for this <br />purchase before the bill is paid. MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to approve <br /> Vouchers No. 72,384 through No. 73,437 with the exception <br /> of Voucher No. 72,441 to the North Dakota Weed Association <br /> and No. 72,565 to Flashes Trailer and Parts. On roll call <br /> vote, motion carried unanimously. <br /> <br />ATTORNEY GENERAL OPINION, PARK BOARD MEETING, LEGISLATIVE UPDATES, <br />REGISTER OF DEEDS, Committee reports <br />Mr. Goff said he received an Attorney General's opinion on the <br />repurcussions of Home Rule on Cass County. He will forward a copy of <br />the opinion to the County Commission. <br /> <br />Mr. Eckert said a Park Board meeting needs to be held and all were in <br />agreement to hold a meeting on April 3, 1995, before the County <br />Commission meeting. <br /> <br />Mr. Wieland said he, Mr. Montplaisir and Mrs. Johnson are going to <br />Bismarck to testify on Superintendent of Schools legislation. Mr. <br />Montplaisir said he will also testify on Primary Election legislation, <br />which in its present form is unworkable for Cass County. <br /> <br /> <br />
