Minutes--February 6, 1995 1296 <br /> <br />19. <br /> <br />20. <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Eckert seconded that abatement <br />#3994 be denied as recommended by Gardner Township and the <br />Director of Tax Equalization Frank Klein, according to his <br />written investigation dated January 26, 1995. On roll call <br />vote, motion carried unanimously. <br /> <br />DATA PROCESSING, Register of Deeds software contract <br />Data Processing Coordinator Mike Steiner presented a contract for the <br />sale of (LRP) Land Records Program to the North Dakota Cooperative for <br />Automation and Technology (NDCAT). The software program was developed <br />by Cass County Data Processing to index land records in the Register <br />of Deeds Office. <br /> <br />Monetary highlights of the contract, negotiated by Commissioners <br />Wieland and Ness, Bonnie Johnson, Michael Montplaisir, Mr. Steiner and <br />the North Dakota Association of Counties, are as follows: purchase <br />price of $30,000 payable to Cass County Government in two payments--the <br />first $10,000 being paid upon execution of the contract. The second <br />payment of $20,000 will be made upon successful installation and <br />operation of the software at the NDCAT Office, and training their <br />staff. Also, NDCAT will waive annual dues of $5,000, beginning in <br />1996, upon Cass County's creation of a detailed program documentation <br />and providing technical support for installation of LRP at one pilot <br />site selected by NDCAT. <br /> <br />State's Attorney John Goff reviewed the proposed contract, and <br />approved it as to form. <br /> <br />A memorandum was received today from Allen Ruzicka, North Dakota <br />Association of Counties President, indicating further negotiations on <br />behalf of the North Dakota Association of Counties will be made by the <br />Register of Deeds Association, which has a Project Team representing <br />the counties that have an interest in this project. Mr. Steiner <br />believes a decision will be made at the end of next week on whether <br />the contract will be signed by NDCAT. MOTION, passed <br /> Mr. Eckert moved and Mrs. Schneider seconded to authorize <br /> the Chairman of the Cass County Commission to sign purchase <br /> agreement for sale of Land Records Program (LRP) to the <br /> North Dakota Cooperative for Automation and Technology <br /> (NDCAT) after satisfactory review by the state's attorney; <br /> and pending approval by the North Dakota Association of <br /> Counties no later than February 28, 1995. On roll call <br /> vote, motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Kindred bikeway project update <br />In a memorandum dated January 25, 1995, County Engineer Keith Berndt <br />recommended condemnation proceedings for the taking of two parcels of <br />land for bikeway construction from Kindred to State Highway 46 on the <br />east side of the highway. Since that time, however, the landowners, <br />represented by Mark Ottis, have agreed to sell the necessary property. <br />Mr. Ottis was present today but did not have anything further to say. <br /> <br /> <br />
