Minutes--September 6, 1994 1245 <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />PRELIMINARY BUDGET FOR 1995 APPROVED, Hearing/budget meeting scheduled <br />In a letter to the County Commission dated August 31, 1994, the County <br />Auditor requests approval of the 1995 preliminary budget, which calls <br />for a significant tax increase due to the construction of additional <br />floors on the Juvenile Justice Center for Social Services. The tax <br />increase needed to fund the budget, as presented, is 5.56 mills. <br /> <br />In addition to submitting a 1995 budget summary, Mr. Montplaisir <br />included preliminary budget highlights and reviewed them at this time. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to approve the <br /> preliminary budget of $28,131,438, to set the maximum tax <br /> rate for the 1995 budget at 77.16 mills and to set a <br /> hearing date for September 19, 1994, at 3:30 p.m. in the <br /> County Commission Room. The Auditor is directed to publish <br /> a notice of the public hearing and a summary of the budget <br /> in the official county newspaper on or before the hearing <br /> date. On roll call vote, motion carried unanimously. <br /> <br />The Board of Commissioners will hold a budget meeting with the County <br />Finance Committee on September 15, 1994, at 8:00 AM in the Commission <br />Room. Mr. Montplaisir said he will send a notice of the meeting to <br />department heads, asking them to be available throughout the morning <br />to answer questions that may come up. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve <br /> Voucher No. 65,401 through No. 66,551; and that a bill from <br /> Ernst & Young, in the amount of $4,450, be paid after <br /> review by County Coordinator Bonnie Johnson. On roll call <br /> vote, motion carried unanimously. <br /> <br />COURTHOUSE ENTRANCE REMODELING, COPY MACHINE PURCHASE, NORTH DAKOTA <br />ASSOCIATION OF COUNTIES/COMMISSIONERS CONVENTION, Committee reports <br />Sketches from Architect T.L. Stroh for remodeling the Courthouse main <br />entrance were reviewed at a department head meeting earlier today, <br />according to Bonnie Johnson. In addition to improving accessibility, <br />she said remodeling the east entrance can provide total courthouse <br />security and again allow use of the north elevator which is no longer <br />used by the public because of security for county and district <br />courtrooms. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded that Bonnie <br /> Johnson be authorized to place this matter on the agenda of <br /> the next State Historical Society meeting, if necessary, <br /> since the Cass County Courthouse is listed on the register <br /> of historic places. Discussion: Mr. Wieland suggested <br /> that one or more representatives of the Cass County <br /> Commission attend the State Historical meeting to explain <br /> the project, which is estimated to cost ~60,000. On roll <br /> call vote, motion carried unanimously. <br /> <br /> <br />
