PRELIMINARY BUDGET FOR 1995 APPROVED, Hearing/budget meeting scheduled In a letter to the County Commission dated August 31, 1994, the County Auditor requests approval of the 1995 preliminary budget, which calls for a significant tax increase due to the construction of additional floors on the Juvenile Justice Center for Social Services. The tax increase needed to fund the budget, as presented, is 5.56 mills. In addition to submitting a 1995 budget summary, Mr. Montplaisir included preliminary budget highlights and reviewed them at this time. MOTION, passed Mr. Eckert moved and Mr. Ness seconded to approve the preliminary budget of $28,131,438, to set the maximum tax rate for the 1995 budget at 77.16 mills and to set a hearing date for September 19, 1994, at 3:30 p.m. in the County Commission Room. The Auditor is directed to publish a notice of the public hearing and a summary of the budget in the official county newspaper on or before the hearing date. On roll call vote, motion carried unanimously. The Board of Commissioners will hold a budget meeting with the County Finance Committee on September 15, 1994, at 8:00 AM in the Commission Room. Mr. Montplaisir said he will send a notice of the meeting to department heads, asking them to be available throughout the morning to answer questions that may come up. VOUCHERS, Approved MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to approve Voucher No. 65,401 through No. 66,551; and that a bill from Ernst & Young, in the amount of $4,450, be paid after review by County Coordinator Bonnie Johnson. On roll call vote, motion carried unanimously. COURTHOUSE ENTRANCE REMODELING, COPY MACHINE PURCHASE, NORTH DAKOTA ASSOCIATION OF COUNTIES/COMMISSIONERS CONVENTION, Committee reports Sketches from Architect T.L. Stroh for remodeling the Courthouse main entrance were reviewed at a department head meeting earlier today, according to Bonnie Johnson. In addition to improving accessibility, she said remodeling the east entrance can provide total courthouse security and again allow use of the north elevator which is no longer used by the public because of security for county and district courtrooms. MOTION, passed Mr. Wieland moved and Mr. Eckert seconded that Bonnie Johnson be authorized to place this matter on the agenda of the next State Historical Society meeting, if necessary, since the Cass County Courthouse is listed on the register of historic places. Discussion: Mr. Wieland suggested that one or more representatives of the Cass County Commission attend the State Historical meeting to explain the project, which is estimated to cost ~60,000. On roll call vote, motion carried unanimously.
